JOB TITLE: Junior Consultant, Integrated Risk Management (Shock-Responsive Social Protection and Disaster Risk Financing)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The World Food Programme (WFP), assisting 86.7 million people across 83 countries annually, is the leading humanitarian organization delivering emergency food assistance and supporting communities to improve nutrition and resilience. In Cambodia, WFP has worked for over four decades and is implementing the Country Strategic Plan (CSP) 2024–28 to support government efforts toward zero hunger through social protection, disaster risk management, and food security.
Cambodia faces climate and weather extremes that threaten agriculture, livelihoods, and food security, increasing poverty and vulnerability. To address these risks, the Government has adopted strategies such as the Disaster Risk Financing Strategy (2024, with World Bank support) and the Shock-Responsive Social Protection (SRSP) Framework (2023, developed with WFP). While disaster risk financing remains nascent, opportunities exist to strengthen coordination across sectors to better meet post-disaster needs and safeguard well-being and fiscal stability. WFP has supported the National Social Protection Council in developing and operationalizing the SRSP Framework, rooted in the National Social Protection Policy Framework 2024–2035, and informed by lessons from COVID-19 and flood responses.
Building on this work and partnerships with the Non-Banking Financial Service Authority (NB-FSA) and Insurance Regulator of Cambodian (IRC), WFP aims to advance sustainable financing for social protection and seeks a Programme Policy Officer to provide technical and operational support in shock-responsive social protection and disaster risk financing.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Team Lead, Integrated Risk Management and in close coordination with the National Social Protection Officer, the Programme Policy Officer will provide technical and operational support to the General Secretariat for the National Social Protection Council (GS-NSPC), the National Social Assistance Fund (NSAF), the NB-FSA and IRC, as well as other relevant institutions of the Royal Government of Cambodia (RGC), in strengthening the national social protection system, advancing Cambodia’s Climate and Disaster Risk Financing and Insurance (CDRFI) agenda and working closely with national counterparts and partners on their shock responsive social protection (SRSP) and disaster risk financing work. Specifically, the Programme Policy Officer will be responsible for the following:
Provide technical and operational support to the RGC in strengthening the national social protection system and advancing Cambodia’s CDRFI agenda. This includes supporting national counterparts in policy and programme design for shock-responsive social protection and CDRFI; supporting the implementation of the SRSP Operational Plan and related hazard-based scalability frameworks and the setting up of a cash transfer mechanism; supporting the implementation of the national disaster risk financing strategy.
Maintain and strengthen strategic and operational partnerships for social protection and disaster risk financing, working in collaboration with key government entities such as GS-NSPC, NSAF, NB-FSA and IRC and with key technical and development partners such as GIZ, UNICEF, WB and UNDP, to align activities with project objectives, national priorities and ensure smooth coordination.
Contribute to reporting and information dissemination efforts for the country office’ integrated risk management (disaster risk management, CDRFI and social protection activities), including preparing concept notes, project reports, factsheets/country briefs, advocacy and technical briefings to stakeholders.
Contribute to resource mobilization efforts and draft budget requests and proposals for developing and expanding the CDRFI and social protection portfolios.
Support work planning for the integrated risk management team, preparing TORs and frequent and high-quality internal briefs/reports on CDRFI and social protection to inform programme adjustments and enable evidence-based decision-making.
Lead the coordination and organization of internal and external capacity-strengthening initiatives of WFP around CDRFI, in particular for the national counterparts and coordinate with external actors in-country and with WFP’s Asia-Pacific Regional Office (APARO)/global HQ on knowledge-sharing events and platforms.
Facilitate the development, documentation, publication and dissemination of research and knowledge sharing products for CDRFI as per RGC priorities.
Support the integration of CDRFI, SRSP and DRM initiatives within the integrated risk management team in the country office.
Support the advocacy and mainstreaming of gender responsive and nutrition sensitive social protection.
Represent WFP in national, regional, and international fora.
Other tasks as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Capacity strengthening for government counterparts delivered;
Research and knowledge sharing products for CDRFI finalized;
Establishment and/or continuance of strategic and operational partnerships;
Briefs, reports, presentations, assessments, and other documents, as required, produced;
Concept notes, budget requests and funding proposals developed and submitted;
Documented efforts to integrate the related DRM, SRSP and DRF initiatives.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree with experience in one or more of the following disciplines: social sciences, environmental sciences, international development, disaster risk management, economics or a related discipline.
Experience:
At least three years of professional experience in SRSP and/or CDRFI in a development or humanitarian context;
Experience in providing technical assistance to national governments on SRSP and DRF is required, particularly regarding capacity strengthening for government counterparts;
Experience in resource mobilization for SRSP and/or CDRFI is required;
Relevant experience in Cambodia is preferred;
Experience coordinating with relevant SRSP and CDRFI actors in Cambodia and the region is preferred;
Experience working with WFP or other UN agencies is preferred;
Experience in linking SRSP and CDRFI with DRM is preferred;
Ability to coordinate among many stakeholders, including Government counterparts and international and national organizations;
Excellent written and spoken English.
Knowledge & Skills: Working in international environment and with various cultures, teamwork skills, technical knowledge of shock responsive social protection and disaster risk financing, coordination and networking skills.
Languages: Fluency in English.
