Job Description
The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Review and update the existing flight safety regulations and recommend necessary changes.

Function 2 (incl. Expected results)

Amalgamation and review of the latest applicable and related ICAO Standards and Recommended Practices (SARPs) and recommend the necessary changes to the existing civil aviation safety regulations.

Function 3 (incl. Expected results)

Assist in the review and improvement of industry practice and recommend the necessary changes as appropriate to the existing regulations.

Function 4 (incl. Expected results)

Assist DGCA in the development and upgrading of the applicable safety programmes.

Function 5 (incl. Expected results)

Assist in the preparation of a plan for the correction of deficiencies in the aviation safety based on the findings reported by international bodies such as ICAO Universal Safety Oversight Programme Audit.

Function 6 (incl. Expected results)

Assist in the improvement of safety programmes and regulations applicable to accident investigations.

Function 7 (incl. Expected results)

Identify and describe the deficiencies on the application of the existing regulations and suggests the necessary changes to ensure maximum effectiveness.

Function 8 (incl. Expected results)

Conduct training and workshops on the existing civil aviation safety regulations and any newly recommended changes and updates.

Provide the necessary advice and consultations related to civil aviation safety regulations and their application.

Prepare the technical information circulars and guidance documents related to civil aviation safety regulations.

Qualifications and Experience
Education

University degree in electronics engineering or equivalent academic and technical qualifications.

Professional experience                              

Essential

  • At least 10 years flight crew experience, preferably as pilot-in-command, on large heavy jet modern aircraft and experience as a flight check or training captain or as a government flight examiner/Inspector would be particularly useful. 
  • Management or supervisory experience in a substantial airline or with a government department of civil aviation, directly associated with the preparation and responsibility for implementation of rules, regulations, operating manuals and flight and ground procedures deemed necessary for flight safety, inspection and certification. 
  • Knowledge of legal responsibilities and administrative procedures for the issuance of documents under state of registry approval relating to supervision of flight operations. 
  • Knowledge of the requirements for personnel training, licensing, rating and maintenance of competency of flight and ground crews concerned with flight operations and with aircraft inspection and airworthiness certification requirements. 
  •  Experience in the preparation, approval and use of operations manuals and other flight documentation. 
  • A general knowledge of accident investigation procedures and some experience in such investigations. 
  • Familiarity with normal procedures for the submission of applications for air operator's certificates and permits, including non-scheduled, and their assessment and issuance of withdrawal. 
  • Awareness of ICAO Flight Safety Oversight Programme and appropriate documentation and procedural requirements. 
  • Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
