Job Description

Mission and objectives

UNSMIL has been active in Libya since 2012. On 31 October 2024 the Security Council renewed the mandate of the Mission through 31 October 2025, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). UNSMIL is mandated to focus on: Further an inclusive political process, in line with relevant Security Council resolutions, building on the basis of the Libyan Political Agreement and the Libyan Political Dialogue Forum (LPDF) Roadmap, and building on the updated electoral laws agreed by the 6+6 Committee. Facilitate political negotiations to deliver free, fair, transparent and inclusive national presidential and parliamentary elections as soon as possible across the country, on the basis of viable electoral laws, aiming to form a unified Libyan government able to govern across the country and representing all the people of Libya. Work with Libyan stakeholders to reunify Libya’s political, economic, military and security state institutions and safeguard the independence of the judiciary. Work with Libyan institutions and authorities to ensure full, equal, effective and meaningful and safe participation of women and inclusion of youth at all levels, including in leadership positions, and in all decision-making relating to inclusive political processes, democratic transition, reconciliation efforts, conflict resolution and peacebuilding. Continue support to enable the HNEC to deliver free, fair, transparent and inclusive national presidential and parliamentary elections across Libya, as well as local elections across Libya. Facilitate confidence building measures, dialogue and reconciliation between armed actors to prevent violence and conflict escalation through UNSMIL’s mediation and good offices towards the full implementation of the 23 October 2020 ceasefire agreement. Monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict and violations and abuses against children. Requests the Secretary-General to submit at Strategic Review of UNSMIL to the Security Council by 30 September 2025. Under the UN Sustainable Development Cooperation Framework 2023-2025, coordinate and work with Libyan authorities and international partners to support the provision of essential services and delivery of humanitarian assistance, recovery and reconstruction.

Context

The United Nations Support Mission in Libya (UNSMIL) conducts public outreach and communications activities to support an inclusive, Libyan-led political process. A core element of these efforts is the Structured Dialogue, which provides a platform for Libyans from across the country and diverse backgrounds to identify concrete solutions to issues hindering the political and electoral process. In a complex information environment where misinformation and disinformation can undermine public trust, UNSMIL produces timely, accurate, and accessible public information materials, including web stories, social media content, videos, and graphics. These products aim to explain the Mission’s work, promote informed public engagement, and counter false or misleading narratives. High-quality Arabic-language communication is essential to ensuring these messages reach broad audiences across Libya.

Task Description

UNSMIL is seeking multiple Online United Nations Volunteers to support the Public Information and Communications Section through English–Arabic translation and adaptation of public-facing communications materials. Expected outputs: - Translate up to 12 multimedia communications products (e.g. web stories, videos, graphics, etc.) from English into Arabic. - Add Arabic subtitles or on-screen text to up 4 short videos, based on provided scripts or source text, and 4 graphics. - Review translated content to ensure clarity, accuracy, and consistency with United Nations terminology and style. Volunteers will be provided with source materials, terminology guidance, and branding instructions to support accurate translation and adaptation. Coordination will take place remotely, and limited availability for coordination calls via Zoom or Microsoft Teams may be requested to clarify tasks or provide feedback.
