Generic responsibilities
The responsibilities depend to some degree on the existing organizational chart of the Country Office and the size and complexity of the operations. If theseresponsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.
Monitor and report on the project activities and ensure compliance with plans and NRC standards
Ensure that projects target beneficiaries most in need, and explore and asses’ new and better ways to assist.
Suggest new methods and approaches in order to improve the quality of the activities
Ensure proper filing of documents both hard and soft copies.
Carry out data collection as required
Prepare and file relevant documents according to procedures
Specific responsibilities
Being based in Dabat, NRC Office, responsible for all Livelihoods and Food Security interventions of NRC in Amhara area.
Provide technical advice, and training on income generating activities, and other livelihoods related fields to refugees, IDPs Returnees, and Hosting Communities.
Help empower the IDPs, Returnees, and hosting communities to enable them to manage their issues by themselves and be able to sustain Livelihoods and Food Security projects.
Ensure equal participation by all segments of the IDPs, Returnees, and hosting communities, taking into consideration issues regarding gender, age, disability and clan affiliation.
Regularly monitor and evaluate Food Security and Livelihoods projects performance and provide timely inputs, feedback and impact of the NRC Livelihoods and Food Security interventions.
Play an important role in realization of project outputs and outcomes through timely implementation of activities in a well-planned, organized and coordinated manner.
Ensure that NRC’s objectives are disseminated and raise awareness of NRCs approach ensuring all implementation follows NRC policies and procedures
Actively participating in beneficiary selection, validation, registration and in distribution (in-kind and cash), prepare and sent organized report to Livelihoods and Food Security Project coordinator.
Program Management
In consultation and under direct supervision of Livelihoods and Food Security Project coordinator, responsible for inputs contribution for preparing and implementing of annual and quarterly work plans.
Report Livelihoods and Food Security projects monitoring details back to Livelihoods and Food Security Project coordinator.
Regular monthly, quarterly and annual reporting to as per agreed format to Food Security and Livelihoods Project coordinator.
Conducting relevant training to refugees, IDPs, returnees, and hosting communities on the subject of community mobilization, Livelihoods and Food Security.
Representation and Coordination
Ensure that NRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, partners and donors.
Represent NRC at relevant meetings at kebele, IDPs and woreda, level with respect to Livelihoods and Food Security projects in the absence of respective Food Security and Livelihoods Project coordinator.
With the support of respective Livelihoods and Food Security Project coordinator, conducting regular stakeholder analyses to ensure that NRC Livelihoods and Food Security projects have good understanding of dynamics/ relationships.
Financial Accountability
Raising of PR’s through “AGRESSO”,
Responsible for ensuring Financial Accountability of Livelihoods and Food Security projects at duty station that tasks include: -
Playing an active role in managing the Livelihoods and Food Security projects financial management, documentation, payments to labors, goods and services as per NRC Financial Rule.
Ensuring that all financial systems are followed and that financial reports submitted to NRC Field Office Finance team are accurate.
Ensuring the finance and program teams have a productive engagement
Any other duties as requested by Livelihoods and Food Security Project Coordinator and area manager.
Reporting Arrangements
Regular action points agreed upon during joint Livelihoods and Food Security projects team meeting to Food Security and Livelihoods Project coordinator.
Daily discussions with the Livelihoods and Food Security Project coordinator on the on-going activities Food Security and Livelihoods projects.
Generic and un-timely report updates as requested to compile by Food Security and Livelihoods Project Coordinator and Area Manager as well.
Monthly and Quarterly work plans.
Collate bi-weekly, monthly and quarterly reports from daily workers and send the reports to Livelihoods and Food Security Project coordinator.
Ensure that plans are entered into the standardized format and are updated on a monthly basis.
Generic professional competencies
BSc degree in Agricultural Economics, Rural Development and other Agricultural related fields
3 years of experience working as a Project officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
