Internal and external candidates will be considered for this vacancy. Organizational Context and Scope
Under the direct supervision of the Chief of Mission (COM) in Bangkok, Thailand and in close coordination with the Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand and relevant Units at Headquarters (HQs) and Administrative Centres in Manila and Panama, the Head of Resources Management will be responsible and accountable for supervising and managing the financial, budgetary, treasury, Human Resources (HR), Supply chain and Information and Communications Technology (ICT) activities in the Country Office (CO) and its sub-offices.
- Plan and oversee the financial management of all activities of the CO. Supervise/coordinate the preparation of financial reports, donor reports and budgets. Provide oversight of financial expenditures and undertake financial analysis of projects in the CO.
- Ensure implementation of and adherence to internal controls to prevent fraud and mismanagement. Maintain and further strengthen appropriate internal controls and development and implementation of relevant operational control systems.
- Coordinate and oversee day-to-day administrative, finance, HR, procurement/logistics, ICT and other administrative activities in the CO and its sub-offices.
- Support and provide guidance to staff in matters related to International Organization for Migration’s (IOM) administrative questions, local institutions, internal regulations and HR issues with a view to enhance their knowledge for the smooth running of the CO's operations. Liaise with relevant units in HQ, Administrative Centers and the Regional Office for Asia and the Pacific (ROAP) to obtain/forward information and coordinate activities.
- Supervise HR, Finance, Procurement, Logistics, Common Service and ICT Units in line with the Organization's policies and procedures. Provide support and on the job training in administration/finance. Provide advice to the CoM on CO training needs, and coordinate on assessing professional development opportunities, plans and resource requirements.
- Regularly provide the CoM with financial updates on the status of the IOM country programme resources and future outlook, reporting deadlines, budgetary allocations and forward planning
- Participate in the senior management team in the development and implementation of short and long-term management objectives and goals. Liaise with Project Managers / Head of Units regarding funding levels of ongoing activities and estimated funds coming in through foreseen future activities.
- Represent the Organization at relevant high-level inter-agency meetings as required. Maintain liaison with governmental, intergovernmental, and other partner entities, with a view of ensuring smooth implementation of IOM operations at all levels.
- Liaise with donors in regard to new, ongoing or completed projects as required.
- Provide support to the CoM and Project Managers / Head of Units in answering any queries raised regarding the correct allocation of programme funds and providing any requisite documentation including for auditing purposes.
- Monitor, assess and evaluate the administrative and financial aspects of programme activities of the CO.
- Oversee the maintenance of the CO's office premises, equipment, vehicles and supplies.
- Undertake travel duties to provide administrative support and advice to the sub-offices and resolve problem/issues as requested by the CoM and/or project managers.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Experience
- Management experience at the international level, accompanied by a background in finance, accounting, and budgeting, as well as experience in human resources management required;
- Field experience a plus, including in liaising with governmental and diplomatic authorities as well as international institutions; and,
- Knowledge of and experience in International Public Sector Accounting Standards (IPSAS) and Oracle highly desirable.
Skills
- High level of computer literacy, in particular, experience in computerized accounting systems and software;
- Knowledge of IOM Accounting systems, software and procedures, a distinct advantage;
- Knowledge of IOM/UN accounting systems, software and procedures a distinct advantage; and,
- Demonstrated ability to manage multiple work assignments efficiently and effectively.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russia and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
