Successful finalization and delivery of the following outputs, including materials of a regional workshop, as scheduled in August in St Petersburg, such as: Output 1: Support the project officer in formatting final working papers and workshop reports under two projects, including: (i) the methodology on digital maturity in the context of digital public services (DPS) for SMEs in two languages; (ii) the pre-feasibility study on ICT co-deployment with energy and transport infrastructure in Uzbekistan (in both English and Russian); (iii) the final regional workshop report on DPS for SMEs (26–27 August 2025). Output 2: Contribute to the development and updating of APIS Area of Work (AoW) content on the IDD website and support the preparation of related social media materials (including revisions to project flyers) in August-September 2025, and the relevant updates related to the APIS Steering Committee meetings, scheduled in October-December 2025. Output 3: Support the project officer in conducting revisions and enhancements of digital products (e.g., tools and dashboards) by integrating data automation and AI functionalities where relevant—such as in ESCAP connectivity tools (Simulator, Infrastructure Co-deployment Portal), the e-resilience dashboard, and upcoming digital maturity assessment tools for DPS for SMEs. Output 4: Assist the project officer in organizing and delivering project transitions (such as Phase A-Phase B) and related group meetings (both in-person and online) during the period of July to December 2025. Output 5: Assist the project officer in addressing the peer-review inputs in the self-assessment questions of the Survey on digital maturity on DPS for SMEs and updating the digital product, Output 6: Support the project officer in featuring the results of the Roundtable on DPS for SMEs in social media, support in delivery of meetings with partners (ICT week Tashkent on 23-27 September, online SPECA WG on ITSD on 5 November, through support in developing IDS presentations, video clips on APIS and the Roundtable on DPS for SMEs and in preparing relevant project documentation on follow ups). Duties and Responsibilities
The Information and Communications Technology and Disaster Risk Reduction Division (IDD) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) advances the Asia-Pacific Information Superhighway (APIS) to enhance regional connectivity. This initiative focuses on bridging the digital divide through diagnostic studies, policy and regulatory assessments, and advocacy for regionally agreed frameworks. The planned outcome is to accelerate access to affordable and resilient digital connectivity. With support from the Russian Federation and Islamic Development Bank, ESCAP is implementing two projects in 2025, aligned with the APIS Action Plan 2022-2026, titled: (i) “Strengthening Policies and Regulatory Frameworks of Digital Public Services (DPS) for Small and Medium Enterprises (SMEs) in North and Central Asia,” and (ii) Improving Connectivity in North and Central Asia through Co-Deployment of ICT, Energy and Transport Infrastructures (Phase A). These projects follow recommendations from the SPECA Working Group on Innovation and Technology for Sustainable Development (WG on ITSD). In this connection, the IDS team plans to engage an individual contractor (IC) to support the project officer in summarizing the final project studies, methodologies and the digital product in the respective forms, including for social media. The project outcomes will be further launched at the final regional workshop, which is building on the project recommendations and reports from 2024-2025. The IC will support the project officer in the preparations and the delivery of the regional workshop on 20-21August 2025 in St Peterburg. Assist in finalizing and formatting project reports and working papers and related documents for populating the APIS area of work of IDD website. The Contractor will take the meeting records and update the event pages, specifically before and after the delivery of the final project regional workshop on 26-27 August 2025 in St. Petersburg, Russian Federation. To support the project officer in strengthening ICT, space technology applications and disaster risk reduction and management for resilient and sustainable development in Asia and the Pacific through regional cooperation and the sharing of best practices under Korean Federation of Community Credit Cooperatives (KFCC).
Qualifications/special skills
Masters in ICT, social science, economics, public administration, statistics, and data, monitoring or related field. Masters qualification is desirable. Proven research and writing skills, consulting experience in ICT policy recommendations at national or subregional institutions, and experience working with the UN and managing projects and reports Knowledge of information and communication technology as well as strong skills in developing policy papers, technical ICT reports and UN publications
Languages
Good command of spoken and written English.
