Job Description
Org. Setting and Reporting
This post is located in the Office of the Special Representative of the Secretary-General for Sexual Violence in Conflict (SRSG-SVC) and will serve as a member of the United Nations Team of Experts on the Rule of Law and Sexual Violence in Conflict (TOE). The Human Rights Officer will report to the Team Leader of the TOE.
Responsibilities
*Provides expert advice regarding international human rights, humanitarian law, comparative law and transitional justice. *Participate in the work of TOE on accountability for sexual violence in conflict, including deployments to situations of concern and provide human rights policy, strategic, and technical inputs in the implementation of the TOE Joint Programme and ensuring appropriate follow-ups and dissemination of TOE findings. *Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council in relation to sexual violence in conflict. *Supports the TOE engagement and cooperation with treaty-established bodies and extra conventional mechanisms and special procedures on sexual violence. *Contributes to relevant human rights parts of reports for the General Assembly, Human Rights Council, Security Council etc. in relation to sexual violence in conflicts. *Liaises with the human rights components of peace operations and field offices including UN staff, national officials as well as Military and Police officers to plan missions and ensure that TOE's efforts are complementary to existing human rights initiatives and projects and reviews project activities to address issues of critical concern with national and international actors. *Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters; brief representatives and provide appropriate suggestions and recommendations. *Assists country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives. *Serves as team member of TOE with responsibility for carrying out, in consultation with the Team Leader and under the strategic guidance of the SRSG-SVC, work coordination and administrative functions relating to the staff, planning and budget. *Trains and supervises new/junior staff. *Performs other related duties as required.
Competencies
Professionalism: Knowledge of and exposure to a range of human rights issues, particularly in relation to sexual violence in conflict, including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assessing impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training civil authorities and members of advocacy groups on accountability for conflict related violations. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education
An advanced university degree (Master’s or equivalent) in law, political science, international relations, social sciences or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. A minimum of two (2) years' experience in providing technical assistance for strengthening accountability, legal and judicial systems in conflict and post-conflict settings is required. Experience in the area of women, peace and security, including sexual violence and rule of law in conflict and post-conflict settings, is desirable. Experience in criminal accountability is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post fluency in English (both oral and written) is required. Knowledge of another official UN language is desirable.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. The term “sexual exploitation” means any actual or attempted abuse of a position of vulnerability, differential power, or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another. The term “sexual abuse” means the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions. The term “sexual harassment” means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship. Candidates who have committed crimes other than minor traffic offences may not be considered for employment. Due regard will be paid to the importance of recruiting the staff on as wide a geographical basis as possible.
