Job Description
Result of Service
The outputs of this consultancy include in-country and regional capacity development activities and a drought monitoring portal for Uzbekistan in implementation of the following project activities: - A1.1.2: Build a drought information system in selected countries, which contains the development of conceptual framework of the system, geoportal, database, awareness and digital drought map through research on model building, field data work and analysis. - A1.1.3: Organize three national level training sessions, one in each target country to use and manage a drought information system with development of operation manuals. Under the direct supervision of the project manager and general supervision of the Chief, Space Applications Section, the Consultant will carry out the following duties: Duties and Responsibilities 1. Organize a regional hands-on training on drought indicators (approximately 30 participants) 2. Develop an operational user-friendly drought monitoring system portal for Uzbekistan EXTENSION 1: 3. Develop an operational manual for users 4. Organize training for users (minimum of 25 participants from various agencies) Under the direct supervision of the Project Officer and overall supervision of the Chief, Space Applications Section, the consultant will deliver the following outputs/deliverables Output 1: An agreed regional training agenda and information note on logistics by 28 November 2025 Output 2: A prototype portal ready for demonstration by 15 December 2025 Output 3: Completed regional training by 22 December 2025 EXTENSION1:
Output 4: A fully operational drought monitoring system, complete with a public interface and a user operational manual, by 15 March 2026. Output 5: Field validation by 15 April 2026 Output 6: Completed training for users by 15 June 2026

Duties and Responsibilities
ESCAP has initiated a project to enhance the capacity of Central Asian countries to use Earth Observation and geospatial tools with statistical data for drought and crop monitoring. Leveraging the Regional Drought Mechanism, this project aims to help Central Asian countries utilize recent advances in space technology and geospatial data for drought management, and to facilitate timely access to space-derived data, regional expertise, and resources. The project, supported by the Russian Federation, focus on Kyrgyzstan, Tajikistan, and Uzbekistan. It will leverage regional expertise and partner with local institutions to develop an operational drought monitoring system and a cloud-based crop monitoring system in the context of the Asia-Pacific Plan of Action on Space Applications for Sustainable Development (2018-2030). The project supports the three countries in addressing the barriers to effectively using EO and geospatial tools, including limited technical expertise, infrastructure constraints, and restricted access to advanced data-sharing platforms. To support the implementation of this project, the Space Applications Section is recruiting a stakeholder and capacity development consultant to implement specific regional and national-level activities in Uzbekistan. The consultant will work with and consider input from ESCAP, consultants and partners in carrying out this assignment.
Qualifications/special skills
Academic degree in engineering, information technology, capacity development, big Earth data analysis, remote sensing, economics or related fields. Have at least five years of working experience in conceptualizing and operationalizing geospatial information applications for development uses and corresponding capacity development. Experience in leading teams and/or organizations is required.
Languages
Fluency in English and Uzbek is required. Working proficiency in Russian is an Experience in leading teams and/or organizations is advantage.
