Job Description

Under the overall supervision of the Programme Coordinator (Global Health Assessment), and direct supervision of the International Radiologist (Teleradiology) and in close coordination with the Office of Legal Affairs (LEG), the successful candidate will provide comprehensive medico legal support to the Health Assessment Programme (HAP), ensuring operational compliance and risk mitigation across diverse jurisdictions. Responsibilities include delivering ad hoc advisory services on healthcare laws, licensing, patient rights, and regulatory frameworks; reviewing contracts, agreements, policies, SOPs, and client facing documents for legal soundness; and clarifying risks through targeted assessments of programme decisions and documentation.


In addition, the role encompasses monitoring national legal frameworks, coordinating with local counsel, developing and implementing legal strategies, training staff, overseeing registration and documentation processes, and engaging with political actors and stakeholders to strengthen HAP’s operational space and secure programme objectives.

A) Medico-Legal Advisory (Ad Hoc)
• Provide written and verbal responses to HAP programmatic queries on healthcare laws, clinic operations, licensing requirements, patient rights, and regulatory compliance.
• Offer high level interpretations of laws and regulations relevant to HAP activities across jurisdictions.
• Deliver training on medicolegal aspects to HAP managers.

B) Document Review
• Review and comment on contracts, agreements, policies, SOPs (for legal compliance), and client
facing documents (consents, disclaimers, privacy notices) as required.
• Identify legal risks and recommend mitigation measures.


C) Legal Risk Clarification
• Provide brief risk assessments for scenarios or decisions presented by the programme/IOM.
• Highlight immediate legal exposures or compliance gaps in reviewed documents or queries.


D) Other Legal Support
• Identify and analyze legal obligations applicable to HAP activities under national frameworks and monitor regulatory changes.
• Assess legal, financial, and administrative risks arising from HAP practices in the field.
• Coordinate consultations with local lawyers and adapt external advice to HAP objectives and practices.
• Recommend legal and political strategies to strengthen the administrative framework of HAP missions.
• Design action plans for implementing recommended strategies.
• Develop and update internal guidelines and policies to support field teams.
• Coordinate unified implementation of strategies across HAPs, including leading intersectional meetings.
• Provide training to HAP personnel (logistics, supply, finance) in relevant areas of law.
• Establish intersectional platforms to ensure effective communication and harmonized approaches.
• Oversee administrative steps for HAP registration with local authorities and maintain updated documentation.
• Ensure effective archiving of all legal and administrative records.
• Monitor compliance with reporting and obligations under local regulatory frameworks and agreements.
• Identify key political actors and influencers, and design networking strategies to expand HAP’s operational space.
• Collaborate with HAP representatives to build coalitions and negotiate with key actors to secure operational objectives.
• Identify potential legal challenges in a situations and promptly inform the relevant units to ensure early engagement and advice from the Office of Legal Affairs in HQ.
 

E) Perform such other duties as may be assigned.

Education

  • Master’s degree in Law, Public International Law, Medical Law, Health Law or a related field or a related field from an accredited academic institution with nine years of relevant professional
    experience; or,
  • University degree in Law with seven years of relevant professional experience;
     

Experience

  • Professional practice in law within the Legal Department (or equivalent) of a UN agency, NGO, or multinational entity engaged in medical or health-related activities;
  • Current license to practice law in at least one recognized jurisdiction;
  • Proven expertise in legal analysis and interpretation of complex legal texts, with the ability to provide clear, actionable guidance;
  • Advisory experience in international medical and health law, including regulatory compliance and patient rights frameworks;
  • Extensive experience in analyzing legal instruments, conducting legal research, and drafting legal documents and contracts, with demonstrated capacity to identify risks and propose mitigation strategies;
  • Comprehensive knowledge of laws and regulations governing the medical and health sector, applicable to both corporate and nongovernmental contexts;
  • Strong understanding of legal codes, court procedures, precedents, government regulations, executive orders, and agency rules;

  • Demonstrated critical thinking and problem-solving skills;
  • Proven ability to manage crisis situations and deliver effective solutions under high pressure
    conditions.
Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
