Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Human and Social Development Sector Office (SD3-HSD) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in finance, human and social development, and public sector management and governance sectors in the region and with ADB's clients. SD3, which is comprised of three sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB's technical leadership externally and internally.
SD3-HSD leads policy dialogue, initiatives, and solutions in the human and social development sectors (education, health, social protection, and in broader social development initiatives). SD3-HSD is responsible for: (i) conceptualizing, processing, and administering lending, grant, and technical assistance (TA) operations; (ii) developing and delivering knowledge services and products to DMCs; and (iii) leading technical work on sector diagnostics and road maps, and contributing to business development efforts. You will be based at our Headquarters in Manila, Philippines.
You will report to a designated international staff and officer (senior/principal/lead, as applicable).
Your Role
As a Project Analyst, you will provide analytical and statistical support to the assigned project portfolio, including technical support in portfolio management, project administration, and project processing activities related to loans, grant, TA, and knowledge work and coordination for SD3-HSD.
You will:
- Monitor and update processing milestones, and coordinate with assigned staff to ensure SD3-HSD program information are up-to-date and accurate in reverse clocks.
- Help consolidate SD3-HSD inputs and contribute to the review of country and team plans, programs, and reports whenever required.
- Handle processing documents of assigned projects, including loans, grants, and TAs. These documents include minutes of department review and quality assurance meetings, and the required memos and checklists. Ensure that these documents comply with ADB templates and business processes.
- Assist project team leader in coordinating with OneADB team and supporting departments for timely inputs.
- Assist the quality-at-entry team in checking accuracy and consistency of submitted outputs and project documents.
- Provide guidance and support to other technical local staff on business processes, documents preparation, and basic quality assurance review requirements.
- Regularly update reports and data of assigned projects in SovOps, eOps, and other systems, as required.
- Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including gathering and consolidating data, and drafting writeups for several sections.
- Support project processing and administration of investment and TA projects, as well as sector work and activities, including procurement and consultant recruitment reviews, CMS recruitment steps (CSRN posting and technical evaluation support), and guidance to implementing agencies, contractors, consultants, and project beneficiaries on ADB procurement and disbursement procedures. Ensure timely response to requests from EAs/IAs and other project clients.
- Compile data and statistics on contract awards and disbursements, including projections and achievements, for assigned projects. Provide analytical inputs to project team leaders and government counterparts on shortfalls, causes, and actions needed to meet targets.
- Prepare and update project records in ADB systems in line with quality and service level standards, covering project performance, implementation status, key issues, actions taken, and other relevant details.
- Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met.
- Help address project administration red flags for timely corrective actions.
- Contribute to project-specific and portfolio reports, and participate in regional or sectoral portfolio meetings when requested.
- Participate in project inception, review, midterm review, special loan administration missions, and project completion review missions, as required.
- Provide support in project processing missions, particularly in designing project implementation arrangements, including procurement/consultant recruitment/disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals.
- Provide data, analyses, and draft writeups to assigned sections of mission reports such as Memorandum of Understanding and Aide Memoires.
- Contribute to data gathering and preparation of project completion reports and TA completion reports.
- When required, support the preparation of sector- or portfolio-related briefing materials, presentations, and reports by: (i) collecting and consolidating data; (ii) preparing visual materials; and (iii) organizing presentation and dissemination of the materials.
- Perform other duties that may be assigned as reflected in the incumbent's workplan.
Qualifications
You will need:
- Bachelor's degree in business administration, finance, or related field.
- At least 5 years of relevant work experience.
- Excellent written and verbal communication skills in English is required.
- Strong skills with computer-based applications including spreadsheets and word processing software.
- Comprehensive knowledge of ADB's operational processes and administration guidelines.
- Ability to work with good analytical thinking and problem solving.
- Ability to work with individuals from different cultural/national backgrounds.

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of the Philippines.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
