Project Context and Scope:
Promoting intra-regional labour migration for local development in West African countries Migration for Development Program (MDP).
The consultancy is undertaken within the programme runs in Senegal that aims at strengthening the intra-regional labour migration component, addressing safe mobility within and across the participating countries, matching labour demand and supply to support youth employment and income generation in hot spots especially identified across rural and border areas. Thus, the project builds on the key significant results obtained under the previous two projects on youth employment, the engagement of the diaspora in the local development, migration governance policy, to promote synergies between countries further including policies and strategies on labour migration governance.
Under the overall supervision of the Chief of Mission in Senegal with Coordinating Function to Cabo Verde, the Gambia, Guinea-Bissau, and Sierra Leone, (COCF) and in coordination the MDP Country Office project support team and Programme coordinator as well as other relevant units at the Country Office; and in consultation with the Regional Office, the Programme Evaluator and monitor will be responsible for supporting the evaluation, monitoring and reporting of the project "Promoting intra-regional labor migration for local development in West African countries - Migration for Development Program (MDP)" for Senegal.

Category A Consultants: Tasks to be performed under this contract
· Support the evaluation and monitoring of the overall implementation of the Migration for Development project (MDP) in Senegal in close coordination with the MDP team.
· Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders within the scope of the evaluation and monitoring of the MDP in Senegal
· Support the MDP team in the organization of workshops, policy dialogues, and knowledge-sharing events with key stakeholders.
· Collaborate with internal teams and external partners and with the Programme coordinator and LMI and other evaluation and monitoring Units of Regional and Country Office within the scope of the project.
· Support the finalization of the MDP Final Report in coordination with the program Coordinator based in Guinea Conakry.
· Perform such other duties as may be assigned to support the closure of the MDP in Senegal.
Performance indicators for the evaluation of results
A Minimum of One (1) pager report summarizing main tasks followed and/or achievement will be submitted by the Consultant at the end of every month.
A full report of the project will be produced at the end of the consultancy after the evaluation and monitoring of the implementation of the activities outlined in the project document and before its closure date
Education, Experience and/or skills required
Academic requirements
· Master’s degree in social sciences, migration studies, international relations, development studies, or a related field.
Experiences
· A minimum of 5 years’ experience in human mobility or other related fields, and with experience in project management or development and on project evaluation or monitoring,
· Experience on stakeholder engagement, particularly with government entities, donors, and civil society organizations
· Experience working with international organizations, local authorities, and civil society actors
· Familiarity with IOM’s or other UN policies and frameworks
Skills
· Knowledge of project evaluation and results-based reporting approaches.
· Strong writing and analytical skills, including the development and evaluation of projects.
· Strong organizational and communication skills, with the ability to prioritize and coordinate multiple tasks.
· Takes initiative, responsibility for actions and manages constructive criticisms;
· Contributes to a collegial team environment; incorporates gender related needs, perspectives, concerns and promotes equal gender participation;
· Effective interpersonal and communication skills to engage with donors, government and diverse stakeholders;
· Strong attention to detail, and the ability to work with accuracy under pressure while maintaining
· confidentiality.
· Proficiency in basic computer software, such as MS Office applications, Adobe PDF, and a good
working knowledge of Excel.
Languages
Fluency in French and working knowledge in English is required (Oral and written)
Travel required
· The consultant may be required to travel within Senegal, particularly to border areas and targeted communities, for field monitoring and assessments and stakeholder consultations
· Travel to other African regional countries engaged in the MDP program for coordination meetings.
· All travel must be pre-approved by IOM and will follow the organization’s travel policies, covering transportation, per diem, and accommodation.
· The consultant is expected to comply with IOM’s security protocols and guidelines to ensure safe and efficient travel during the assignment
· The Consultant’s inbound and outbound travel at the start and end of the consultancy period will be covered by IOM if he or her is engaged out of Senegal.
· The Consultant will take on duty travel if required, which will be covered by IOM.
