Qualifications

This consultancy is requested by: Country Liaison Office, Kiribati

1.      Purpose of the Consultancy

Under the supervision of the Technical Officer (Climate Change and Health) and CLO Kiribati, the consultant will assist the daily operations and management for the Te Ma Mauri KOICA project. The consultant will work in close collaboration with WCO, MSHS, service providers, and local communities to ensure the project's successful implementation in Kiribati.

2.      Background

Climate change adversely affects a wide range of environmental and social determinants of health. The World Health Organization (WHO) estimated that climate change will cause at least 250 000 additional deaths per year from 2030-2050. The poorest and most vulnerable populations in low- income countries, particularly children and older people, are among those most at risk.

The Small Island Developing States are prone to the impacts of climate change, such as sea level rise, cyclones, and floods. Forecast models predict an increase in both dry and wet season rainfall with an increased risk of extreme rainfall days. The increase in extreme weather events such as floods and droughts are expected to influence disease. Climate change is affecting health, and it will continue to affect the social and environmental determinants of health: clean air, safe drinking water, sufficient food, and secure shelter. The potential impacts of climate change on human health and infrastructure raises concern amongst health leaders, particularly those in public health, advocating for the prevention of communicable and noncommunicable diseases and infrastructure fields. In building resilience in health systems, WHO has worked closely with the Member States in the preparation of project proposals for submission to potential funding agencies. Kiribati has two major projects ongoing in this area of work:

1.      Korea International Cooperation Agency (KOICA)-funded project on Making Health Adaptation for the Future Resilient Islands – Kiribati Outer Islands Climate Health Action (Te- Ma MAURI KOICA)

2.      Global Environment Facility (GEF)-funded project on Building Resilience of Health Systems in Pacific Island LDCs to Climate Change

A short-term consultant is required for the Country Liaison Office, Kiribati to assist management of the Te Mamauri project.

3.      Planned timelines

Start date: 26 January 2026

End date:  15 October 2026

4.      Work to be performed

Under the supervision of the Technical Officer (Climate Change and Health), the consultant will carry out the following activities provide the team with support to the overall project management including budget, day-to-day operations, monitoring and evaluation of, as well as writing concept notes, drafting TORs, meeting minutes, briefing materials, and donor reports (technical and financial) and other ad-hoc submissions to donors:

1.       Project records and file management. Develop and maintain the database of project-related documents and files for climate change and health projects

a.       Maintain and regularly update both physical and digital files related to the Te Mamauri Project.

b.       Ensure all project documentation is organized and accessible for audits, evaluations, and donor reviews.

c.       Develop and maintain a document tracking system for version control and timely updates.

2.       Reporting.

a.       Assist the Technical Officer in preparing: The 5th Biannual Progress and Financial Report for the period 16 September 2025 – 31 March 2026, due 30 April 2026 and the 5th Annual Report for the period 16 September 2025 – 15 September 2026, due 15 October 2026.

b.       Compile and maintain all supporting documents and evidence required for reporting, including financial records, activity logs, and photos.

c.       Draft sections of reports as assigned, ensuring accuracy, clarity, and alignment with project objectives.

d.       Assist in preparing the Te Mamauri Project Synthesis Report, capturing key lessons learned, success stories, and best practices.

3.      Monitoring and evaluation. Support the Technical Officer in conducting regular monitoring of project activities, including field visits and stakeholder consultations.

  1. Project activity support. Support logistical arrangements for meetings, trainings, and field activities. Draft minutes, briefs, and correspondence as required.

5.       Perform any other tasks as assigned by the supervisor;

5.      Deliverables

Submission of monthly progress report along with outputs identified in the course of the work. Expected deliverables include:

·         Output 1: Project management support of climate change and health projects in Pacific Island Countries, with an emphasis on KOICA funded projects

o   Deliverable 1.1: Initial workplan for submission of documents, consultations and progress reports with clear milestones and expected results.

o   Deliverable 1.2: Inputs to project reports, quarterly progress reports and financial statements

o   Deliverable 1.3: Internal repository of all project-related documents and reports.

o   Deliverable 1.4: Technical and project management meeting minutes, and updated and tracked project workplans and calendars and related arising action points

o   Deliverable 1.5: Draft Technical TORs and related documentation to process procurement of services are prepared

·         Output 2: Project progress monitored for timely and quality performance of project activities

o   Deliverable 2.1: Monitoring and updating list of procurements for project implementation.

o   Deliverable 2.2: Budget expenditure monitored to ensure accuracy and reliability of financial reports.

o   Deliverable 2.3: Contribute to weekly and biweekly updates on project progress at team and project meetings

o   Deliverable 2.4: Updated project workplans and calendars

·         Output 3: Improved communications and donor relations including timely reporting and increased visibility of activities

o   Deliverable 3.1: Document meeting proceedings for donor meetings

o   Deliverable 3.2: Drafting and submission of donor reports for projects – financial statement, annual reports, project implementation reports, ad-hoc submissions. Specifically, The 5th Biannual Progress and Financial Report for the period 16 September 2025 – 31 March 2026, due 30 April 2026; the 5th Annual Report for the period 16 September 2025 – 15 September 2026; the draft of the Te Mamauri Project Synthesis Report towards the end of the project

o   Deliverable 3.3: Support management of donor relations and visibility activities

7.      Specific Requirements

Educational Qualifications:  

Essential: A university degree with specialization in international development, project management, public health, environmental research, social sciences, or another field relevant to the position.

Desirable: Advanced degree or qualification in project management, international development, social sciences, or business administration

Experience:

Essential: At least three years of experience in Project Management.

Desirable: Experience in Project Management and monitoring of KOICA-funded projects

9.      Location

The consultant is expected to perform work on-site in Kiribati islands.

10.  Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

11.  Travel

The consultant is expected to travel to work sites in Tarawa, Marakei, Abemama, Tamana and possibly Teraina.

All travel arrangements will be made by WHO WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visa requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

12.  Remuneration and budget (travel costs are excluded):

a.       Remuneration: Band level A – 300 USD daily rate

b.       Expected duration of contract: 8.75 months

Living expenses (A living expense is payable to on-site consultants who are internationally recruited).

A daily allowance to cover living expenses will be payable to the consultant during their time on-site in Kiribati. Consultant will be paid full per diem for first 60 days and the reduced per diem thereafter. Current rate in South Tarawa, Kiribati is 134 USD for the first 60 days and 100 USD thereafter.
