Meeting Targets and Maintaining Epidemic Control (EpiC), a global project, funded by the U.S. Department of State (DOS) and PEPFAR, that provides strategic technical support and direct service delivery to achieve HIV epidemic control; strengthen global health security (GHS), including outbreak response; and improve maternal, newborn and child health (MNCH), nutrition, and malaria outcomes. Across these health areas, EpiC builds resilient health systems by equipping governments to effectively manage, deliver, and finance service delivery.
This position can be based in any country where FHI 360 has active registration.
Key Responsibilities:
Provide leadership, technical support and guidance for the design, development, planning, implementation and capacity strengthening activities for HQ and field staff in analysis, data visualization, dissemination, and data use for performance improvement
Guide the development, periodic revision, and implementation of project M&E Plans and data management and analytics platform
Provide technical support and guidance to project teams and country offices to ensure that programs are well designed and implemented based on the best available evidence
Work with technical staff from HQ and field to identify, prioritize and address SI needs
Lead the development and use of standardized SI tools, standard operating procedures (SOPs) and guidelines across all projects
Lead the development and dissemination of global standards for data collection and reporting
Collaborate with the knowledge management and learning team to support compilation and compliant reporting of results and lessons learned and dissemination of programmatic impacts and knowledge products.
Lead the analysis and use of data from routine information systems and special surveys to influence the design and scope of projects and develop peer reviewed publications
Conduct data analyses and lead the preparation of routine reports and peer reviewed publications
Develop and disseminate global guidance to strengthen SI practices across all FHI 360 projects
Lead and support proposal development and develop and maintain good relationships with external partners and donors
Provide direction and supervision to other team members as well as HQ and country staff as needed
Performs other duties as assigned.
Applied knowledge and skills:
Master’s Degree or its International Equivalent – Public Health, Supply Chain Management and Logistics, Statistics, Epidemiology, Social Sciences, International Development, Human Development or Related Field.
12+ years of M&E experience in education, health, behavioral, or social sciences or related field
Sound expertise in M&E, especially for large scale DOS projects in multiple countries with a health system strengthening component. Demonstrated experience in areas related to pharmaceutical management highly preferred.
Experience with supporting the SI activities for programs implemented in developing countries
Strong background with developing and using different kinds of statistical software packages including DHIS2, EpiInfo, SAS, SPSS, or Stata for data analysis and modeling.
Extensive experience in the use of mixed measurement methods required for monitoring and evaluation of public health programs with a health system strengthening component.
Strong expertise in data visualization
Experience with conducting SI system-level troubleshooting and data verification
Experience with developing and implementing data quality assurance procedures
Developing and implementing strategies for strengthening the capacity of staff, partners and government employees in data use
Excellent management, interpersonal, team and problem-solving skills
Strong scientific and technical writing skills.
Demonstrated ability to work with diverse teams in developing country locations and to produce results within specific timeframes while meeting deadlines.
Fluency in English, French, and Spanish languages are required.
Travel Requirements:
Ability to travel internationally up to 25% of time.
The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US-Based Hiring Salary Range: USD 115,000 - 155,000 annual
