Under the overall supervision of the Chief of Mission/Project Manager, with the direct supervision of the Project Coordinator and in close cooperation with RMU and Supply Chain, Senior Project Associate (Construction and Reconstruction) will be responsible and accountable for supporting the implementation of construction/reconstruction activities within the IOM Projects and with focus to the EU funded project ‘Individual measure to strengthenIntegrated Border Management capacities in Montenegro’ and IOM Podgorica office, all in line with IOM policies and procedures and donor requirements.
The main responsibilities will include but not limited to the following activities:
Participate in the planning, coordination and implementation of the construction/reconstruction and other related project activities.
Compile, summarize, analyse, and present information/data on construction/reconstruction and other related project topics, highlighting noteworthy issues for the consideration of appropriate parties.
Monitor implementation of the project activities to to verify compliance with the requirements defined by the contracts related to construction/reconstruction activities, including assisting during the provisional and final acceptance of the contracted works.
Review and compile documentation related to additional works and work variations, and provide inputs for their assessment and decision-making.
Monitor budget implementation and propose possible adjustments/amandmants of the contracts related to reconstruction/construction activities as necessary.
Act as focal point for coordination within construction/reconstruction component of the projects, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
Participate as a member of the Bid Evaluation Committee (BEC) or Technical Working Group.
Prepare Notes For Files (NFFs) in situations that may affect the efficiency and quality of the works and procedures.
Prepare status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
Organize regular meetings and informative sessions with contractor(s) and beneficiary institution(s) related to reconstruction/construction activities.
Respond to complex information requests and inquiries; set up and maintain files/records.
Verify prerequisites and supporting documents to facilitate timely payments to contractors in accordance with the contract(s) deadlines.
Provide inputs for the development of concept papers and provide general support for the development of new projects.
Provide guidance and assist in coordinating and monitoring work of other staff in the project team; may supervise other staff as assigned.
Provide technical inputs for other projects that the organization implements, which relate to construction works.
Perform other related duties as assigned.
Required Qualifications and Experience
Education
Bachelor’s degree in Civil Engineering, Architecture, Design, or any technical-related field from an accredited academic institution with four years of relevant professional experience.
Experience
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
Good knowledge of national regulations and standards in the field of construction; and
Proven skills related to construction/reconstruction project management, including administration and reporting in accordance with the organization’s and donors’ standards and rules.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
