Result of Service
Strategic planning and management runs seamlessly across SCCCS, AGORA, MRG and SPG projects as integral parts of the overall U4E portfolio. - Global tools, guidance, outreach and training are delivered on time and on-budget consistent with U4E and donor expectations yielding widespread understanding and use of best practice policies and voluntary incentives that accelerate adoption of sustainable, energy efficient technologies. - Assigned regional and national projects fulfill key milestones resulting in targeted impacts (number of students trained, technologies demonstrated, etc.) and provide evidence base to underpin future fundraising opportunities. - Further funds are raised to deliver the next phase of market transformation activities in developing and emerging markets.

Duties and Responsibilities
UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. In 2009 the Global Environment Facility (GEF) Secretariat approved the UNEP’s Global Market Transformation for Efficient Lighting Project. Building on this success, UNEP and the GEF launched the United for Efficiency (U4E) initiative in 2015 to support countries in their transition to the use of energy-efficient lighting, appliances and equipment. In national and regional projects around the world, U4E promotes an Integrated Policy Approach which includes minimum energy performance standards (MEPS) for electrical products; product labelling and communications; financial mechanisms; market monitoring, verification of product performance and enforcement of regulations (MVE); and environmentally-sound management (ESM) for the safe handling of products. U4E provides independent technical assistance to more than 30 countries with both National and Regional projects. The team is active in developing and emerging economies around the world, funded by the GEF, GCF, the Clean Cooling Collaborative, Green Climate Fund (GCF) and overseas development assistance donors. A major area of activity is U4E’s Sustainable Cooling and Cold Chain Solutions (SCCCS) programme funded by the UK Department for Environment, Food and Rural Affairs and the Danish Government. SCCCS established to lead the way in the development and roll-out of affordable, sustainable, resilient and equitable on- and off-grid cooling and cold-chain solutions for food and health sectors in Africa and India. It uses a hybrid and physical delivery model, including the Clean Cooling Network online knowledge hub and portal, Centres of Excellence (CoE) in Rwanda and India, and Specialized Outreach and Knowledge Establishments (SPOKES) in rural communities with the first in Kenya and further scale-up underway. U4E is also accelerating uptake of sustainable products with voluntary financial mechanisms (such as with the AGORA project in Nigeria and Ghana), capacity building (via webinars, in person workshops) and targeted outreach (with a newsletter, press releases, and events). U4E requires the services of a senior expert in energy efficiency with specialized knowledge and skills to strategically develop new project opportunities and to help oversee the delivery and deployment of existing global tools, guidance and outreach; regional initiatives including centres of excellence, and national market transformation projects. Topic areas span the products and systems within the U4E portfolio but are expected to target sustainable cooling and cold chain in particular and strategic energy transition opportunities. The consultant will be responsible for the following responsibilities and deliverables: . Strategic Planning and Administration Across Assigned Project: • Output 1: Draft PCA amendments to incorporate new donor funding on SCCCS submitted for clearance • Output 2: U4E budget tracker is maintained with accurate accounting of funding breakdown, obligations and expenditures. • Output 3: U4E fundraising tracker updated and concepts/proposals for 2-3 funders (with input from U4E team members and partners). II. Global Tools, Guidance, Outreach and Training: • Output 1: Publication of MRG for updated Air Conditioners and Heat Pumps and 1 outreach webinar. • Output 2: Funding proposal submission on new MRG for Commercial Air Conditioners and proposal submission on revision to existing MRG for domestic refrigeration. III. Regional - SCCCS: • Output 1: Fulfilled action items stemming from the minutes of PMO and SC consultations with UK Defra and Denmark. • Output 2: PCA reporting (completed templates, sample deliverables) from ACES, U. Birmingham and Africa Centre for Technology Studies completed and confirmed by Admin. • Output 3: Consistent and smoother governance across the SCCCS initiative (based on steady advancements per the overall workplan – to the extent within the control of U4E). IV. National - AGORA, Rwanda, and Additional Market : • Output 1: Close-out of GCF Rwanda deliverables and reporting (per GCF Readiness requirements). • Output 2: Funding proposal submission on new project in Brazil or other priority market for market transformation work.
Qualifications/special skills
An advanced university degree (Masters) or equivalent in Public Policy, Engineering or similar disciplines underpinning expertise in market transformation technical assistance to governments. o Thorough track record of leading complex projects focused on deploying sustainable cooling solutions in developing market settings, particularly for refrigerators and air conditioners. o Extensive experience in coordinating the drafting and publication of global tools, regional initiatives and national market transformation using interventions consistent with U4E’s Integrated Policy Approach. o Experience policy recommendations on energy efficiency strategies, tools, systems and measurements in line with international best practices. o Track record of successful clean energy or environmental technical assistance projects in Africa, Latin America and Caribbean, and India in setting standards for energy efficiency Asia and Africa. Experience in fundraising from a range of sources, including multilateral environmental funds, bilateral funders and philanthropic. o Experience in coordinating in-person training on sustainable cooling market transformation solutions for senior officials and stakeholders from a diverse array of developing and emerging economies. o Knowledge and experience in working with senior government officials (ministers) and private sector leaders (i.e. VP for sustainability) internationally. o Policy knowledge on refrigeration and air conditioner systems, refrigerant gases and energy efficiency for cooling appliances. o Knowledge of past and current efficient cooling appliance, product testing standards and compliance projects and initiatives. o Public speaking skills at high-profile international events in the energy efficiency or refrigerants domains and Interpersonal skills to establish and maintain excellent relationships with stakeholders from a variety of developing and emerging economy settings. o Highly skilled at leading large teams and working groups to draft technical publications and market transformation deliverables to advance energy efficiency. o Timeliness and quality development of technical reports and training documents.
