PROJECT DESCRIPTION:

The Senior Finance Officer will support two U.S. Government–funded projects managed by FHI 360.

EpiC Thailand strengthens the national HIV/AIDS response by supporting efforts to reach, test, treat, and retain individuals particularly populations at risk in HIV prevention, care, and treatment services.

Global Health Security (GHS) Thailand & Regional enhances Thailand’s role as a frontline public health hub. The project supports stronger border health systems, rapid response capacities, emergency operations, and risk communication to help detect and contain outbreaks quickly. Regionally, it contributes to Thailand’s leadership in ASEAN health security coordination.

JOB SUMMARY:

This position is to provide lead financial support in the development the EPIC partners’ financial monitoring; and coordinate all support aspects needed for budgeting and financial reporting for US Government. S/he is also responsible for the complete cycle of financial payments, accounting, financial reporting, subrecipient financial management, and coordination of audits.

DUTIES AND KEY RESPONSIBILITIES:

  • Provide financial /accounting and technical guidance to EPIC partners on a regular basis and as required.
  • Ensure the budget and expenditures are in compliance with US Government contract regulations.
  • Function as a lead support for fiscal year-end adjustments and other related financial benchmark dates.
  • Monitors monthly expenditures of projects by analyzing financial data and producing monthly and ad hoc reports.
  • Reviews all areas of financial and accounting for accuracy and proper report content and coordinate with Finance Administrative Team of FHI 360/APRO on relevant issues (e.g. finance accounting, procurement, and consultant agreements, etc.).
  • Oversee, maintain and update financial files, travel approval from DOS and level of effort (LOE) tracking.
  • Conducts pre-audits on vouchers, invoices, and all supporting documents for all payments related to activities funded under the EPIC Thailand project to verify correctness and completeness.
  • Maintains the EPIC Thailand project's accounting system to provide management with financial information required for monitoring, evaluating and decision making, and submits the monthly accounting report to HQ.
  • Provides expenditure tracking/analysis for all costs incurred related to the EpiC Thailand program and conducts pipeline analysis for EPIC funded activities to ensure effective financial management.
  • Reviews accounting transactions, e.g. General Ledger accounts, wire transfers, check requests, and journal entries.
  • Assures complete coding, documentation, and calculates withholding tax and submits payments to Revenue Department monthly.
  • Coordinates with auditors, FHI/APRO and HQ on program and IA audits and ensures that findings and recommendations of auditors are followed up.
  • Conducts pre-award and site visit reviews; supports the development of and amendments to IA budgets and training of IA finance staff; reviews Recipient Monthly Financial Report (MFR) and follows up on issues identified through field visits and MFR reviews.
  • Prepares annual budget for US Government submission in US Government format.
  • Coordinates with APRO and HQ Finance Manager – EPIC project in information sharing, provides required financial reports and serves as a point person for communicating in resolving financial issues
  • Reviews and analyzes monthly financial reports regarding budgets- actual and forecast for all IAs for preparing pipeline.
  • Review and certify monthly petty cash reimbursement summary report and petty cash reconciliation register for EpiC project.
  • Leads and manages key processes for year-end closing, quarterly accrual, associated field audits and review IAs audited financial statements before issue single audit report.
  • Review and certify all Advance Clearing, Travel Expense Report (TER) and Other Expense claim for EpiC project.
  • Performs other related duties as assigned

QUALIFICATIONS:

  • Bachelor or Master’s Degree in Accounting or Finance with at least 5-7 years of related experience that must reflect the knowledge, skills and abilities listed above.
  • Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
  • Ability to handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data.
  • Ability to respond to inquiries independently and follow-up on requests in an efficient manner.

  • Computer spreadsheet experience required.
  • Prior experience working with international NGOs and government organizations will be an advantage.
