Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In line with the United Nations Sustainable Development Cooperation Framework (2023-2027), and the UN Women Nepal’s current Strategic Note (SN) 2023-2027, UN Women Nepal has identified “social norm change and gender based violence” and “gender responsive inclusive governance” as its key priorities highlighted in Outcome 1.2 “By 2027, more people, especially women, youth, children, and the most marginalized and poor, increasingly participate in and benefit from equitably improved quality social services at federal, provincial, and local levels” and Outcome 1.4 “By 2027, more people, especially women, youth, and the most marginalized and poor increasingly participate in and benefit from coordinated, inclusive, accessible, participatory, transparent, and gender-responsive governance, access to justice and human rights at federal, provincial, and local levels” respectively. At present, the Outcome 1.2 is merged with the Outcome 1.4 and the overall thematic area is now named at Gender Responsive Inclusive Governance Thematic Area.
Some of the key themes under the Outcome 4 includes women’s leadership and political participation, access to justice, women, peace and security, transitional justice, as well as governance work as part of the Provincial and Local Governance Strengthening Programme (PLGSP) with UNDP. Areas of access to justice, WPS, TJ, and governance, entails working with a range of stakeholders, including but not limited to the justice sector organizations and actors, constitutional commissions, relevant ministries, across the three tiers of governments, development partners, and right holders including women’s organizations, conflict victims, CSOs, and media.
Reporting to Programme Analyst, the Programme Officer contributes to the effective management of UN Women programmes in the UN Women Nepal Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation under GRIG, particularly access to justice, women peace and security, and transitional justice required under Outcome 4. The Programme Officer guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Officer works in close collaboration with the programme and operations team ensuring successful UN Women Nepal programme implementation under portfolio.
Scope of Work:
- Contribute technically to the development of programmestrategies in the area of Gender Responsive Inclusive Governance, with a particular focus on WPS, transitional justice, and access to justice .
- Provide substantive inputs to the design and formulation of programme/ project strategies, proposals and initiatives;
- Identify areas for support and interventions related to the programme.
- Provide substantive technical support to the implementation and management of the Gender Responsive Inclusive Governance thematic area programme, with a particular focus on WPS, transitional justice, and access to justice
- Provide technical inputs on key areas of GRIG, particularly on WPS, transitional justice, and access to justice and other relevant areas as assigned, annual workplan and budget;
- Lead the implementation of programme activities;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
- Provide guidance to partners on Results Based Management and monitor implementation.
- Provide technical assistance and capacity development to project/programme partners
- Coordinate and provide technical support on on WPS, transitional justice, and access to justice in the implementation of programme activities and other areas of GRIG outcome area 4 as required;
- Develop technical knowledge products and briefs
- Maintain relationships with national partners and relevant key stakeholders to support implementation and expansion on WPS, transitional justice, and access to justice;
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and training to partners, as needed.
- Provide technical inputs to the monitoring and reporting of the programme/ project
- Monitor progress of implementation of activities and finances using results based management tools;
- Draft reports on monitoring missions, programme results, outputs and outcomes;
- Provide substantive inputs to the preparation of donor and UN Women reports.
- Provide substantive technical inputs to the management of people and finances of the Gender Responsive Inclusive Governance thematic area programme
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
- Provide substantive inputs to financial reports;
- Provide substantive inputs to building partnerships and resource mobilization strategies
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
- Participate in donor meetings and public information events, as delegated.
- Provide technical support to inter-agency coordination on Gender Responsive Inclusive Governance thematic area to achieve coherence and alignment of UN Women programmes with other partners in the country
- Provide substantive technical support on inter-agency coordination related relevant activities under the portfolio by drafting background reports and briefs.
- Provide substantive inputs to advocacy, knowledge building and communication efforts
- Develop background documents, briefs and presentations related to WPS/TJ under Gender Responsive Inclusive Governance thematic area;
- Coordinate and organize capacity building initiatives, advocacy campaigns, events, workshops and knowledge products;
- Coordinate the development of knowledge management methodologies, and products on Gender Responsive Inclusive Governance thematic area.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:
- Strong knowledge and experience in programme/project management, implementation, monitoring and reporting from the result-based management approach;
- Strong knowledge on the GRIG related issues such as social norm change, women’s (intersecting identities) leadership and participation, WPS/TJ, women’s access to justice;
- Ability to interact with Government and CSO partners, particularly women rights organisations and victim groups;
- Ability to advocate and provide policy advice;

Minimum Qualifications:
Education and Certification:
- Master’s degree or equivalent in gender studies, international relations, development studies, law, political science, human rights, sociology, international law or other relevant social science fields is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 5 years of progressively responsible experience in designing, managing; monitoring and reporting Governance related programmes/projects , with a particular focus on gender equality and social inclusion, WPS/TJ;
- Experience working with, and building partnerships with governments, donors and civil society organizations (women’s group/women rights organizations with intersecting identities/ conflict victim groups);
- Experience of writing quality donor reports with result based management approach will be an added value; and
- Experience working with the UN is an asset
Languages:
- Fluency in English and Nepali is required.
