Result of Service
The Consultant’s ultimate result of services will be to support the search and generation of information, analyses of compatibility and data processing of projections in order to evaluate its incorporation to the National Greenhouse Gas Inventory Information System, the Second Biennial Transparency Report and medium- and long-term emission trajectories. Deliverables/outputs MARCH 2026:- Deliverable 1: A Technical Progress Report containing: • A comprehensive and detailed workplan indicating expected activities and timeframes. MAY 2026:- Deliverable 2: A Progress report a review of LTS approaches and components & a review of the latest NDC as input for the developing long-term scenarios, containing: • Results of the review of regional and international cases of Long-Term Strategies (LTS), analyzing approaches and components. • Assessment of information generated for the preparation of the NDC 3.0 in order to identify available information for long-term scenarios. AUGUST 2026:- Deliverable 3: A report containing a review of the latest NDC as input for developing long-term scenarios. This report will include the assessment of the information for possible trajectories of emissions regarding with and without measures scenarios according to the MPGs. OCTOBER 2026:- Deliverable 4: A report on the technical support provided to the Undersecretariat of the Environment to define relevant mitigation measures and projections to be included in the BTR2, containing: • A report assessing mitigation measures, its relevance and potential to reduce emissions, and prioritization in order to be consider for developing scenarios of emissions with or without measures. • Initial proposal for medium- and long-term emissions models. • Validation process with key GNCC stakeholders. • Development of the final model for key sectors based on the processes in which we participated. • Recommendations for improving the national inventory and key issues such as climate action at the subnational level, private sector participation, and the evolution of carbon markets. • Document detailing the proposed scenarios. DECEMBER 2026:- Deliverable 5: A report on the technical support provided to the Undersecretariat of the Environment in developing the content linked to the section on scenario projections with and without measures for BTR2, containing: • A report that contains the proposal of relevant content related to projections to be included in BTR2.

Duties and Responsibilities
In 2022, the Republic of Argentina submitted to the United Nations Framework Convention on Climate Change (UNFCCC) the Long-Term Low Emissions Resilient Development Strategy (LTS) to 2050, approved by Resolution No. 218 of 2023. Through this strategy, goals were defined that will guide the process to be developed in the context of the National Climate Change Cabinet (GNCC, acronym in Spanish) to establish the framework for long-term climate action in the country. The LTS correlates with the National Climate Change Adaptation and Mitigation Plan (PNAyMCC, acronym in Spanish), which is a domestic planning instrument of the GNCC presented in 2022 and approved by former the Ministry of the Environment and Sustainable Development of Argentina (MAyDS, acronym in Spanish) Resolution No. 146 of 2023. The LTS includes the approaches and strategic lines of the PNAyMCC and in turn considers the goals of the Second NDC (2020) and the Second Revised NDC (2021). Based on these instruments and in accordance with Article 4 of the Paris Agreement, Argentina elaborated the content of its NDC 3.0 during 2025. The process comprised the review and update medium-term scenarios order to update the mitigation target and present the Third Adaptation Communication under the National Climate Change Cabinet (GNCC, acronym in Spanish) climate governance structure. Additionally, it established consensus around priority issues such as loss and damage and to generate and unify criteria on the information produced in order to meet reporting criteria in the Biennial Transparency Report 2026. Along these lines and in continuity with the work guidelines, UNEP submitted to the NDC Partnership the PAF project proposal entitled: PAF23-Q4-1 & PAF23-Q4-2: Update the Long-term Strategy (LTS) through the development and analysis of models, scenarios, and long-term trajectories & develop a roadmap for the development of a monitoring system for the Long-term Strategy, which seeks to establish a process of analysis of available information and scenarios to generate inputs and a road map that will facilitate the preparation of a second LTS for the country, while providing inputs for the improvement of national climate reports for the Republic of Argentina. In this sense, UNEP is recruiting a Climate Change Inventory and Mitigation Consultant for PAF Argentina to support the work of the Climate Impact Directorate of the National Undersecretariat for Environment. This support will consist of the search and generation of information, analyses of compatibility and data processing of projections in order to evaluate its incorporation to the National Greenhouse Gas Inventory Information System, the Second Biennial Transparency Report and medium- and long-term emission trajectories. The consultant will be supervised by UNEP’s NDC Act & Invest Global Coordinator and will work in a hybrid work model, enabling the possibility to work from home, while participating in-person activities such as meetings and stakeholder engagements as required, at the Undersecretariat of Environment located in Buenos Aires, Argentina. Specific tasks and responsibilities 1. Detailed workplan indicating expected activities and timeframes. 2. Conduct a review of regional and international cases of Long-Term Strategies (LTS), analyzing approaches and components. 3. Analyze information generated for the preparation of the Third NDC in order to identify available information for long-term scenarios 4. Assess the information available on the Third NDC in order to identify information for possible trajectories of emissions regarding with and without measures scenarios according to the MPGs 5. Provide support to the technical team of the Undersecretariat of the Environment to define relevant measures to be considered and incorporated into BTR2 for the development of scenarios considering mitigation measures. 6. Provide support to the technical team of the Undersecretariat of the Environment in developing the content linked to the section on scenario projections with and without measures for BTR2.
Qualifications/special skills
ACADEMIC ● Bachelor's degree in agricultural engineering, environmental sciences or a closely related field (Required). PROFESSIONAL EXPERIENCE ● Minimum 3 years of professional experience in projects related to climate change in Argentina (Required). ● Minimum 2 years of relevant experience developing GHG inventories and GHG emission projections (Required). ● Demonstrated understanding of Argentina’s national policy related to climate change and of national and international climate reports (Required). ● Verifiable professional experience in the public administration (Desirable). ● Demonstrated experience developing international reports to the UNFCCC (Desirable). ● Demonstrated experience developing mid-or long-term climate policy (Desirable). ● Demonstrated understanding of climate change policy, transparency and MRV within the Government of Argentina and stakeholders (Desirable). ● Previous experience working under the Argentina national administration (Desirable). SPECIAL SKILLS/KNOWLEDGE PROFESSIONALISM ● Expertise in climate change frameworks, developing GHG inventories and GHG emission projections. ● Comprehensive knowledge of theoretical concepts, analytical methodologies, and practical applications for policy and planning. ● In-depth understanding of national and international climate change policy and commitments ● Excellent writing skills in both Spanish and English. ● Proactive capacity, responsibility and commitment to achieving objectives and meeting deadlines. ● Ability to identify, analyze and participate in resolving issues/problems. Ability to apply judgment in the context of assignments given, plan own work, and manage conflicting priorities. ● High ethical standards prioritizing team success over personal advancement. ● Experience working with diverse stakeholders from the public, private, and/or financial sectors in the development of public policies is desirable. ● Experience in the development of climate change policies is desirable. ● Experience working with international organizations, and multilateral or bilateral funds development of international cooperation projects is desirable. ● Previous experience and knowledge of climate change issues, public sector and climate financial architecture is desirable.
