BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Afghanistan remains one of the world’s largest humanitarian crises. Decades of conflict, extreme climate shocks, and severe economic decline characterised by high unemployment, cash shortages, and rising food prices have plunged millions into poverty.

In response to high and persistent food insecurity across the country, WFP has scaled up cash assistance since 2022. In 2026, WFP anticipates approximately USD 95 million in cash disbursements.

All of WFP’s assistance is supported by SCOPE – WFP’s corporate beneficiary information and entitlement management system. SCOPE is deployed for biometric registration, de-duplication, and entitlement tracking (including for In-Kind transfers).

To ensure strong CBT (cash-based transfers), IDM (identity management), transfers management services, and alignment with the corporate assurance measures, WFP Afghanistan is seeking a highly experienced consultant to lead the CBT and IDM team.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Deputy Head of Programme, the Head of CBT & IDM shall undertake the following tasks:

  • Execute a “cash wherever feasible” approach, ensuring that cash assistance is aligned with market functionality, programmatic objectives, and beneficiary preference
  • Strict maintenance of CBT and IDM corporate assurance measures (as outlined in the Global Assurance Plan), including constant readiness for internal and external audits (including Cash Assurance Framework, In-Kind Assurance Framework, etc.)
  • Provide strategic direction for CBT and IDM analytics, ensuring that data is leveraged to quickly course-correct implementation and inform design changes
  • Provide technical support and oversight to six Area Offices across the country, ensuring that field-level implementation aligns with approved CBT and IDM processes and policies
  • Develop and deliver functional training to enhance CBT and IDM capacity of WFP staff and Cooperating Partners
  • Hold accountability for the effective management of all CBT, IDM, and transfers management operations and resources within the country and provide effective leadership, to ensure the continued development of a cohesive and highly performing team
  • Continue to expand financial inclusion initiatives
  • Donor engagement to advocate for “cash wherever feasible”, while recognizing that a diversity of modalities remains best suited for Afghanistan
  • Support Activity Managers and programme management team in overall programme design, particularly related to “private sector engagement” and digital delivery solutions
  • Provide leadership to identity management and transfers management operations across all modalities, including in-kind, commodity vouchers, cash-in-hand, and bank accounts
  • Provide guidance to Country Office (CO) teams on IDM and digital delivery solutions, standard operating procedures, best practices across all modalities
  • Assume a leadership role to ensure that the CO’s data processing is undertaken in accordance with, and all digital systems adhere to, WFP’s standards on privacy and data protection.
  • Strengthen coordination with humanitarian partners and donors in the areas of IDM and transfer management services including inter-agency Data Sharing Agreements
  • Develop strategy for provision of external IDM services, in support of a potential social registry
  • Perform other duties as required

QUALIFICATIONS & EXPERIENCE REQUIRED:

EDUCATION:

  • Advanced University Degree in Economics, International Development, Social Sciences, or other relevant field to international development assistance
  • Or First University Degree with additional years of related work experience and/or trainings/courses

EXPERIENCE:

  • Minimum 8 years of relevant (international) professional experience in humanitarian responses
  • Experience designing and implementing cash-based transfers for WFP operations
  • Experience implementing, or working very closely with, WFP’s SCOPE system
  • Experience managing medium- to large-sized teams
  • Experience with WFP’s Financial Service Provider (FSP) contracting process highly desirable

LANGUAGES:

  • Fluency (Level C) in English mandatory

Type & Duration Contract: Consultancy Levell II - 11 Months (with possiblity of extension)
