Project Context and Scope

The International Organization for Migration (IOM) is the UN’s leading agency on migration and the leading intergovernmental organization in the field of migration, working closely with its key stakeholders - migrants and Member States - to promote safe, orderly and regular migration. The International Organization for Migration (IOM) was established in the Republic of Tajikistan in 1992 and became IOM member state in 1993.
 
In June 2022, the "Labour Migration Programme - Central Asia" initiative was launched to promote evidence-based governance of labor mobility within the Central Asian corridor. The project aims to balance the benefits of migration for migrants and employers, as well as the broader interests of both origin and destination nations. This initiative seeks to balance the interests of migrants, employers, and governments, aiming to enhance ethical recruitment, financial inclusion, and preparedness for migrant workers. The program aligns with Sustainable Development Goals and focuses on advancing labor migration policies, recruitment practices, and data-driven planning. Over the past four years, the project made major progress. The next step is to assess these achievements and recommend best practices for replication to support long-lasting positive change. 
 
Organizational Department / Unit to which the Consultant is contributing

The Learning and Reflection Consultant will support the Mobility Pathways and Inclusion (MPI) Department and Programme Support Unit (PSU).
Tasks to be performed under this contract
 

The selected candidate is expected to perform following tasks on a monthly payment basis: 

  1. Conduct Site Visits and Beneficiary Engagement
    • Plan and carry out site visits to project locations.
    • Conduct interviews with project beneficiaries and implementing partners.
    • Collect qualitative data, including impact stories, challenges faced, and lessons learned.
    • Document findings and insights for inclusion in the reflection report.
  2. Develop Reflection Report and Organize Reflection Workshop
    • Analyze collected data to identify key themes and recommendations.
    • Prepare a comprehensive reflection report summarizing project achievements, challenges, and lessons learned.
    • Design and facilitate a reflection workshop with stakeholders to validate findings and encourage knowledge sharing.
  3. Assist in Final Project Evaluation
    • Support the evaluation team in gathering and analyzing data for the final evaluation.
    • Provide inputs on methodology, tools, and reporting as required.
    • Ensure alignment of evaluation findings with donor and organizational standards.
  4. Coordinate Between IOM and Ministry of Labour for IMRF
    • Act as a liaison between IOM and the Ministry of Labour to ensure smooth communication and collaboration.
    • Assist in preparing briefing notes, agendas, and logistical arrangements for the International Migration Review Forum.
    • Ensure timely submission of required documents and compliance with IMRF guidelines.
    • Other relevant tasks assigned.
Performance indicators for the evaluation of results

Education
  • Bachelor’s or higher degree in Social Sciences, Development Studies, Migration Studies, Public Policy, or related field from a recognized institution
Experience
  • Extensive knowledge of migration context in Tajikistan
  • Minimum 3 years of professional experience in project evaluation, monitoring and learning (MEL), or impact assessment
  • Extensive experience in communication with migrants and relevant government stakeholders 
Skills
  • Creates a respectful office environment, free of harassment and retaliation, and promotes the prevention of sexual exploitation and abuse (PSEA)
  • Effectively applies knowledge of information management, data management, monitoring, evaluation and learning
  • Plans work, anticipates risks, and sets goals within area of responsibility
  • Interacts with interviewees in a respectful and appropriate manner
  • Involves into similar and/or relevant consulting or professional services
  • Has recognized for competence in statistics
  • Well-versed in the management of quantitative and qualitative data collection
Languages
  • Fluent in English, Russian and Tajik, with excellent writing skills
Travel required

The consultant will be required to travel to the regions and monitor projects in the field and prepare reporting.

Notes

IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  4. IOM has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic background or disabilities.
