Job Description

The purpose of a Logistic Coordinator is to implement the delegated area of logistic responsibility and deliver a variety of procurement and other logistics-related activities, including budget and procurement planning, market survey, management of warehouse, fleet, assets, communications, securing supporting documentation/archiving, reporting, coordinating, capacity building, and support distributions.

 Generic responsibilities 

  1. Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements 
  2. Implement NRC’s logistic systems and procedures at the area level 
  3. Coordinate timely operational planning and management of logistic activities 
  4. Ensure that local SOPs regulate procedures at the field office level, and perform periodic checks 
  5. Coordinate market assessment within the scope and request of programme/project developers 
  6. Prepare and submit reports and analyses 
  7. Ensure proper filing of all support documents 
  8. Support line managers with procedures and require support team training related to logistics. Line management of the logistics team, including recruitment and performance management 
  9. Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management) 
  10. Ensure safe and efficient transport of staff and materials/goods
  11. Perform other duties, as assigned by the Line Manager 

Specific responsibilities 

  1. To motivate, mentor, lead, and capacity build the logistics team in AO. 
  2. To implement organisational Global Logistics Handbook procedures and ensure compliance with donors and organisational policies 
  3. To support the development of the Country and Area Logistics SOPs and their implementation 
  4. To ensure smooth functioning and effectiveness of the team 
  5. To personally process and manage the most technical and complex Framework Agreements (FWA) and/or Tenders, in order to ensure best compliance and efficiency and to ensure proper archiving for donors 
  6. To participate in the relevant meetings, ensuring proper communication and coordination with other departments, and support procurement planning where relevant 
  7. To support the preparation of budgeting and Project Procurement Plans and Area Procurement Plans 
  8. To ensure the Procurement Tracker and Contract Follow-up sheet are accurate and updated prior to being shared as the updates with all staff 
  9. To ensure that stock reports and documentation are accurate and updated regularly, and conduct spot checks 
  10. To overview the development of the Asset Register and Inventory list, and together with the finance department, conduct reconciliations on a quarterly basis 
  11. To ensure that all FWA are either extended or re-tendered in time; and to timely process the newly requested tenders 
  12. To coordinate with the other organisations and attend relevant logistics meetings 
  13. To undertake any other duties as assigned by the line manager 
  14. Ensure all assets are in good condition 
  15. Regular assets count/verification- at least twice in a year 
  16. Regular spot check of the stock at the warehouse 
  17. Ensure compliance of all logistics-related processes- Procurement/assets/warehouse and fleet 

Professional competencies 

Generic professional competencies for this position: 

  • Bachelor's degree or higher degree in logistics, supply chain management or a relevant degree. 
  • Good working knowledge of international supply chain operations. 
  • Experience and knowledge of key institutional donors’ procurement rules and regulations. 
  • Previous experience of working in complex and volatile contexts. 
  • Minimum 5 years of experience in logistics and supply chain/ warehouse and fleet management in the humanitarian sector or other relevant background. 
  • Fluency in both Arabic and English, both written and verbal 
  • Context-related skills, knowledge, and experience (shall be adapted to the specific position): 
  • Proven management experience, including training and capacity building of national staff; 
  • Highly organized with strong administration and information management skills; 
  • Strong interpersonal and communication skills; 
  • A high level of computer literacy. Managing resources to optimise results;
