The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and Independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at the country level - supports countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordination Office (RCO) in Chad and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.
Responsibilities
Within delegated authority, the UN-IFI Liaison Officer, will be responsible for the following duties: Summary of Functions: 1. Provide support to UN-IFI strategic and programmatic alignment to ensure coherent accompaniment to prevention, resilience, and institution-building efforts in Chad. 2. Support UN-IFIs operational partnership, including coordination, effective delivery, risk management, and promotion of an inclusion lens. 3. Coordinate knowledge management for the UN–IFI partnerships in Chad. Description of Functions: 1. Provides substantive support to UN-IFI strategic and programmatic alignment to ensure coherent accompaniment to prevention, resilience, institution-building and sustainable development efforts in Chad. • Advises the Resident Coordinator (RC) and the UNCT in identifying opportunities for partnerships with IFIs and Serves as a technical focal point between the UN and IFIs, supporting regular coordination. • Conducts liaison and coordination with UN entities at country, regional and HQ levels to track and promote coherence between the UN and IFIs strategic and planning frameworks through joint assessments/planning, alignment briefs, and programming matrices in alignment with the Common Country Analysis (CCA), Cooperation Framework. • Works closely with the DPPA-Peacebuilding Support Office (PBSO) UN-IFI Partnership Team, other PBSO branches, as well as DPPA-DPO regional divisions and other UN partners to position the facility within broader peacebuilding and partnership tools in Chad. 2. Supports UN-IFIs operational partnership, including coordination, effective delivery, risk management, and promotion of an inclusion lens • Provides analysis and recommendations, produces analytical products and monthly updates on operational partnerships to inform the country-level leadership. • Develops internal UN and UN-IFIs coordination arrangements for regular and effective sharing of information, harmonization, oversight, and follow-up. • Promotes collaboration and innovation between the UN and IFIs on cross-cutting issues, notably youth inclusion, gender equality and women's empowerment, resilience and recovery, and the environment and climate change. 3. Conducts knowledge management and capacity development activities for the UN–IFIs partnership in Chad • Produces analytical reports and updates with RCO and UNCT. • Shares findings nationally and globally to support coordination, inform policy dialogue, and strengthen strategic decision-making. • Supports information sharing and dialogue across the UN, IFIs, with the Government and Chad's technical and financial partners. • Develops lessons and good practice on strategic and operational engagement for the Partnership Facility and donors to maximize contributions to knowledge on peacebuilding and partnerships.

Identifies key activities and allocates appropriate resources to deliver analytical, coordination, and liaison outputs. Anticipates risks and incorporates mitigation measures in operational planning, ensuring flexibility in response to evolving country dynamics. Uses time and resources efficiently, ensuring timely delivery of reports, analytical briefs, and coordination meetings to support strategic coherence between the UN and IFIs. COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
Education
An advanced university degree (Master's degree or equivalent) in social sciences, political science, public administration, business administration, economics, international relations, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven (7) years of experience in development, humanitarian, and/or peacebuilding is required. Work experience in and/or developing partnerships with World Bank and/or Multilateral Development Banks (MDBs) operations is required. Field experience in a conflict-affected or post-conflict setting is required. Work experience in the Sahel region is desirable. Experience with analysis or assessment at the intersection of peacebuilding, development and humanitarian settings is desirable
