The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.
In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for the position of Senior Officer Monitoring, Surveillance and Coordination Division.
Remuneration and Benefits:
The successful candidate will be offered a basic salary of USD 3,893 and an attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed-term contract of three (3) years, inclusive of the six-month probationary period. Please note that ASEAN Secretariat Staff shall not be retained in active service beyond the age of 60 years.
- Reporting to Assistant Director/Head of Monitoring, Surveillance and Coordination Division (MSCD), the Senior Officer shall be responsible to:
1. Implement the monitoring and evaluation of regional economic integration in ASEAN.
- Support the implementation of systematic monitoring of the progress of ASEAN’s regional economic integration agenda in line with the ASEAN Community Vision 2045 and the AEC Strategic Plan(s).
- Support the preparation of periodic reports and updates on the progress of regional economic integration for senior official and high-level ASEAN meetings including the ASEAN Economic Community Council, High-Level Task Force on ASEAN Economic Integration (HLTF-EI), the Committee of the Whole for the AEC (CoW), the ASEAN Economic Ministers Meeting, the Senior Economic Official Meetings and Economic Officials’ Meetings.
- Support the conduct of (a) reviews on the implementation of the AEC Strategic Plan 2026-2030 and its subsequent updates/refresh; (b) deep dives including outcome harvesting on various AEC initiatives and programs across ASEAN including implementation of regional economic integration commitments; and (c) impact evaluation.
- Support the maintenance and continuous improvement of the AEC Integration Monitoring databases to support performance and outcomes monitoring of ASEAN economic integration.
- Assist in strengthening the results-based monitoring and evaluation system of ASEAN economic integration and ASEAN regional integration more broadly.
- Assist the Assistant Director in developing and managing projects and technical assistance programs from Development and Dialogue Partners related to monitoring and evaluation of regional economic integration.
- Assist the Assistant Director in the monitoring of the implementation of cross-pillar initiatives in collaboration with relevant divisions under the other ASEAN Community Pillars and ASEAN Connectivity, and in the coordination of AEC Department’s contribution and inputs ASEAN work to relevant cross-pillars initiatives.
2. Assist in providing high level policy and technical advice and recommendations to support regional monitoring and evaluation of ASEAN economic integration initiatives.
- Support the Assistant Director in managing regional economic integration through policy research, analysis and advocacy activities.
- Service high-level ASEAN Meetings (e.g., ministerial and senior economic official’ meetings) and provide technical and other inputs in support of those meetings.
- Provide policy and technical advice on monitoring and evaluation matters, and assist with the analysis, evaluation and preparation of data, as well as the formulation of conclusions and recommendations.
3. Contribute to the development of economic research and policy analysis program of ASEC.
- Provide support in the collaboration with other divisions in AIMD in undertaking research relevant to monitoring/surveillance/evaluation of economic integration.
- Assist in providing direction to the overall research agenda of the analysis divisions of AIMD based on the key findings/outcomes from the monitoring works.
- Provide inputs to other AEC divisions in identifying research topics relevant to their areas of regional economic integration.
- Provide relevant inputs to other divisions in the ASEAN Secretariat on research areas with cross-sectoral/pillar implications.
4. Provide support in ensuring effective outreach and advocacy - information dissemination, communication and reporting.
- Support the preparation of high-quality monitoring and evaluation reports both for internal and external audience.
- Support the preparation of briefing notes and reports on relevant regional economic integration issues to support intervention by the Secretary General and Deputies Secretary General in relevant ministerial meetings.
- Participate in relevant meetings/events/seminars/conferences to present on the latest progress and development on ASEAN economic integration.
- Supervise the maintenance and management of the AEC Monitoring Website.
5. Perform other tasks as may be assigned by the Director of ASEAN Integration Monitoring Directorate or the Head of Monitoring, Surveillance and Coordination Division, and ASEAN Secretariat Management.

- Advanced university degree (Master’s or equivalent degree) in public policy, economics, development economics, evaluation studies, communication research or development communication; have extensive knowledge with a minimum of three (3) years substantive senior-level experience in conducting monitoring and evaluation, economic research and policy analysis, gained in international/regional development institutions, research institutes, public sector, academe, and development and research consulting.
- Bachelor degree in any of the above areas of discipline, with a minimum of five (5) years substantive senior-level experience in conducting monitoring and evaluation, economic research and policy analysis, gained in international/regional development institutions, research institutes, public sector, academe, and development and research consulting, shall also be considered;
- High-level interpersonal and communication skills, including experience in cross-cultural environment and international settings; strong coordination skills, strong client orientation and ability to work effectively with multiple sectors and disciplines;
- Commitment to teamwork and collaborative work practices; ability to work effectively alone and as part of a team; and skills in coaching, mentoring and motivating staff;
- Good knowledge or familiarity with ASEAN Economic Community work is desirable;
- Excellent written communication skill, with high ability to write clear and comprehensive reports;
- Excellent command of English, written and spoken; and
- Competency on the use of econometric/statistical softwares and other relevant computer applications including use of databases.
