JOB CONTEXT:
Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By October 2025, 67,173 Palestinians were killed and 169,780 were injured while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.
HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis.
This arrangement, confirmed until the end of 2025, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq. Programme. Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).
The mission's operational strategy relies on 4 pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA. The total budget for 2025 is expected to range between 8 and 12 million EUR.
Between 2023 and 2025, HI Palestine underwent rapid and large-scale expansion. The mission grew from appr. 80 staff and volunteers in Oct. 2023 to 159 staffs and 230 community-based agents by early 2025. At the moment, there are 106 national staff in Gaza and a max of 7 expatriates can be on rotation in Gaza simultaneously, although expatriate presence in Gaza increased to 12 staff during the ceasefire period. The organization of these visits requires a strict and complex process, involving several HR, logistics, security, access, and coordination procedures.
YOUR MISSION:
The HASM Gaza will support security management and access negotiation in Gaza. She/he reports to the HASM Palestine. Works closely with the Area Manager - Gaza (for national staff security).
Management:
· Direct management: HAS Supervisor, 3 HAS Officers, and 1 Tracking Officer.
· Indirect management: 30 guards
Interacts with:
· Internally: Area Manager, Base Managers, Project Managers, Senior Log Officer, Country Manager, expat team leader, expat team members
· Externally: Israeli, Palestinian and UN contacts for access and security; field access and security advisers of other aid agencies.

CHARACTERISTICS OF THE POSITION:
Gaza Strip: Although the whole population is less exposed to the risk of frequent air strikes and ground offensives with the ceasefire deal, the security situations remain tense in the strip. HI has established premises with the capacity to accommodate international staff and has put in place the necessary security systems to manage their presence. The context remains volatile and might improve or worsen in the coming weeks and months (depending on the ceasefire deal). The selected candidate will be thoroughly briefed about the context and the security systems before deployment to Gaza.
Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.
