Result of Service
To support and facilitate the TNA process, a national contractor is being recruited for the execution of activities in relation to climate change adaptation in the agriculture sector under the direct supervision of the TNA Coordinator. The contractor shall provide technical services for the assessment of technology needs for climate change adaptation activities in Philippines and shall provide the following outputs: A portfolio of technologies for the prioritised sectors ● Technology identification and prioritization in the agriculture sector should be consistent with the NAP’s sectoral adaptation priorities, including food security, water-efficient agriculture, resilient supply chains, climate-resilient crop varieties, low carbon emission techniques, among others. This focus will ensure that technology choices directly contribute to the implementation of national adaptation priorities. ● A Technology Needs Assessment (TNA) report describing the prioritised and appropriate technologies for climate change adaptation in the agriculture sector including the process followed and the rationale. UNEP Copenhagen Climate Centre will provide a template for the TNA report. It is important that the TNA report considers the mitigation co-benefits of the agriculture sector when selecting technologies and be coordinated with the Mitigation consultant. ● A Barrier Analysis and Enabling Framework (BAEF) report on existing barriers for the prioritised adaptation technologies and enabling framework to facilitate the deployment and diffusion of technology priorities. UNEP Copenhagen Climate Centre will provide a template for the BAEF report. ● A Technology Action Plan (TAP) report for adaptation, including 2-4 project ideas for the implementation of the TAP, and one policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. UNEP Copenhagen Climate Centre will provide a template for the TAP report and policy briefs. ● The Barrier Analysis and Enabling Framework (BAEF) and the Technology Action Plan (TAP) shall be aligned with the adaptation pathways identified in the Philippines’ National Adaptation Plan (2023–2050) to ensure national policy uptake and integration into climate-finance pipelines. Field visits and participation in training and capacity-building workshops will be undertaken as part of the activities. Monitoring and Progress Controls In close collaboration with the national TNA team (the composition and responsibilities will be determined by the Philippines Climate Change Commission (CCC) in coordination with the Department of Environment and Natural Resources (DENR) and other relevant agencies) and the TNA Coordinator and Regional Centre, the contractor will be responsible for inter-alia: a. Organising consultative stakeholder meetings and workshops (TNA validation, BAEF validation and TAP validation). b. The consultant should also ensure regular coordination with the Philippine Government’s Technical Working Group on Adaptation to align TNA activities with national adaptation priorities. c. Identification and prioritization of technologies in relation to climate change adaptation for the agriculture sector. Sector through a participatory process with a broad involvement of relevant stakeholders, including; i. identification and link-up with relevant stakeholders and facilitation of the sectorial working groups to be set-up, ii. identification of institutions for data and research studies and other support, and iii. collecting, analysing and synthesizing information and data to prepare technology fact sheets for the sectors. d. Leading the process of analysing with the stakeholder groups, how the prioritised technologies can be implemented in the country and how implementation circumstances could be improved by addressing the barriers and developing an enabling framework based, inter-alia, on undertaking of local market and other assessments, as may be required; e. Prepare and finalize the TNA, BAEF and TAP reports, with project ideas and policy briefs, and with inputs of stakeholders included. i. Prepare working papers and other TNA-related documents as may be required to ease the consultative process and harnessing inputs from stakeholders during meetings and workshops, amongst others. ii. Specify validation workflow (minimum 4 validation events) and require documentation of stakeholder feedback integration. iii. [Note: to include policy recommendations] f. Provision of any other inputs, as may be required, relevant to related parts of the TNA process and output targeted as may be requested by the TNA Coordinator for Philippines, the UNEP Copenhagen Climate Centre, Regional Centres and the National TNA Committee. The contractor will be required to use the best practices, guidelines, methodologies and technical guidance available through the UNEP Copenhagen Climate Centre and other approved sources. A table is provided for an overview of the tasks to be conducted by the contractor.

Duties and Responsibilities
UNEP-CCC is a leading international advisory institution on energy, climate and sustainable development. Its work focuses on assisting developing countries and emerging economies transition towards more low carbon development paths, and supports integration of climate-resilience in national development. UNEP-CCC is actively engaged in implementing UN Environment’s Climate Change Strategy and Energy Programme. Technology Needs Assessment (TNA) is a set of country-driven activities leading to the identification, prioritization and diffusion of environmentally sound technologies for mitigation and adaptation to climate change. The TNA project is implemented by the United Nations Environment Programme and the UNEP Copenhagen Climate Centre, supported by UNOPS, on behalf of the Global Environment Facility. To support and facilitate the TNA process, national consultants are being recruited for the execution of activities in relation to climate change adaptation in the agriculture sector. It is important to note that, while the focus of this consultancy is on the agriculture sector, the TNA shall also consider relevant adaptation technologies from other priority sectors identified in the Philippines’ National Adaptation Plan (2023–2050) namely water resources, health, ecosystems and biodiversity, cultural heritage and migration, land use and human settlements, livelihood and industries, and energy, transport, and communications. Integrating these sectors will help develop a more comprehensive and multi-sectoral adaptation technology portfolio that supports cross-sectoral resilience, enhances national policy coherence, and strengthens alignment with climate finance and investment priorities. The consultant shall work closely with the National TNA Team, whose composition and responsibilities will be determined by the Philippines Climate Change Commission (CCC) in coordination with the Department of Environment and Natural Resources (DENR) and other relevant agencies. The current Global TNA project, deriving from window (i) of the Strategic Program on Technology Transfer, is designed to support countries to carry out improved Technology Needs Assessments within the framework of the UNFCCC. The project supports countries that wish to update an earlier TNA as well as those embarking on a TNA for the first time. The purpose of the TNA project is to assist participant developing country Parties identify and analyse priority technology needs, which can form the basis for a portfolio of environmentally sound technology (EST) projects and programmes to facilitate the transfer of, and access to, the ESTs and know-how in the implementation of Article 4.5 of the UNFCCC Convention. Hence TNAs are central to the work of Parties to the Convention on technology transfer and diffusion and present an opportunity to track an evolving need for new equipment, techniques, practical knowledge and skills, which are necessary to mitigate GHG emissions and/or reduce the vulnerability of sectors and livelihoods and to increase their resilience to the adverse impacts of climate change. These measures are aligned with National Adaptation Plan (NAP), agriculture sector climate strategies, and relevant laws/plans (e.g., AFMech Law, Climate-Smart Agriculture roadmap). Philippines completed its first TNA in 2018, which generated insights into country’s technological priorities for addressing climate change mitigation and adaptation. The outputs must align with the Philippines’ National Adaptation Plan (NAP) 2023–2050, which identifies agriculture and fisheries as a key adaptation priority. The main objectives of the project are: ● To identify and prioritise through country-driven participatory processes, technologies that can contribute to mitigation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities; ● To identify barriers hindering the acquisition, deployment, and diffusion of the prioritised appropriate technologies; ● To develop Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the development and transfer, adoption and diffusion of selected technologies in the participant countries and policy briefs summarizing the policy relevant actions within the Technology Action Plans in a short and user-friendly way; ● To develop concept notes for attracting funding to implement selected technologies in priority areas of national relevance. International travel might be required for this consultancy. International travel to capacity Building Workshops will be covered by the hiring entity. Project related domestic travel is limited and shall not be covered by the hiring entity. Tasks Deliverables 1. 1 Identify priority technologies for adaptation Review of existing documents at the national level (NDC, and its implementation plan, National Adaptation Plan (NAP), relevant sectoral policies, National Communications, previous TNAs, etc.). For countries updating earlier TNAs, this may comprise identifying areas which require revision, new technologies, and new national conditions with relevance to achieving the NDCs. In close collaboration with the TNA coordinator and the other TNA consultants, the expert will support and facilitate: ● working groups consisting of technical experts and practitioners within the sector ● through a participatory process, the identification of relevant technologies ● based on a multi-criteria analysis, the prioritization of the selected technologies (between 3 and 6 technologies per sector) Portfolio of 3-6 technologies for climate adaptation in the agriculture sector 1. 2. Prepare report on priority technologies (TNA report) Prepare TNA report, which will be validated by TNA coordinator and TNA team through workshops, and the TNA Steering Committee. TNA report The prioritization of technologies within the selected priority sector is the first analytical step in the TNA process. The conclusions of this step should be reported in the TNA report. The overall length of the report is not expected to exceed thirty pages per sector. 3. Conduct a barrier and enabling frameworks analysis for the deployment and diffusion of the prioritised technologies (BAEF report) The expert will conduct: ● Analysis of market and barriers for development, deployment and diffusion of priority technologies for the 3-6 technologies chosen for mitigation ● Identify measures to overcome barriers ● Propose enabling frameworks to overcome barriers identified for the 3-6 chosen technologies BAEF report The BAEF report provides a detailed understanding of the barriers facing these technologies in each country, followed by a clear analysis of what rules, regulations and incentives are required to overcome them, collectively referred to as the ‘enabling framework. The overall length of the report is not expected to exceed thirty pages per sector. 4. Prepare a Technology Action Plan (TAP) In collaboration with the TNA coordinator, TNA team and stakeholders, the expert will: ● Develop technology action plans for the deployment and diffusion of the prioritised technologies in the country ● Propose project/programme concepts based on the priority technologies, for future funding ● Identify potential financing sources and draft funding ready concept notes TAP report The TAP report is based on the measures identified in the TNA for overcoming the barriers to technology implementation, and it specifies how to implement these measures, including who is responsible, when and from where for securing funding. As such, a TAP serves as a bridge between the analysis of the prioritised technologies and their implementation. The overall length of the report is not expected to exceed thirty pages per sector. 5. Prepare policy briefs and co-organise dissemination event Based on the work previously delivered in the TNA project, the expert will prepare policy briefs, support their dissemination and present them in a national TNA dissemination and donor engagement event organised by the National TNA coordinator. 1 Policy brief per technology taken to the TAP The policy briefs aim to summarise the policy relevant actions within each TAP in a short document that can be shared with policy-makers, decision-makers and potential donors. Each policy brief should have a length that does not exceed 4 pages. 1st deliverable – 1. February 2026 – Submission of Portfolio of 3-6 technologies for climate change adaptation in the agriculture sector, and Submission of the TNA report. 2nd deliverable – 1. June 2026 – Submission of BAEF report 3rd deliverable – 1. Dec 2026 – Submission of TAP report 4th deliverable – 1. Feb 2027 - 1 Policy brief per technology taken to the TAP
Qualifications/special skills
The contractor should possess at least a postgraduate degree in agriculture, climate science, and agronomy and or other climate-related fields. The contractor should possess expertise in the fields of climate adaptation, ideally the agriculture sector or related field. The expert should possess at least 5 years of work experience in the agriculture sector or related fields. The expert should have applied experience in climate change adaptation, with strong understanding of the Philippines context. At least 5 years practical experience in relevant fields, including research analysis and project management and at least 7 years of relevant work experience with Bachelors degree. Experience in a national climate agency or related organization is desirable.
