The Position:
The Sexual and Reproductive Health in Emergencies (SRHiE) Analyst is responsible for analyzing and assessing relevant political, social, economic and cultural trends, guiding and facilitating the delivery of UNFPA’s SRH programmes covering the humanitarian - development continuum in Region V (Bicol) and its component provinces. S/he is also expected to undertake humanitarian programme-related assignments to other priority sites of the UNFPA 9th Country Programme (CP9), as deemed necessary by the UNFPA Country Office (CO) Management.
The Programme Analyst will be under the direct supervision of the Humanitarian-Development-Peacebuilding (HDP) Nexus Specialist and will be based in Legazpi City, Albay. S/he will work in close coordination and consultation with the SRH Team Leader and with the other members of the HDP Nexus Team at the UNFPA Country Office (CO) in Manila.

Job Purpose:
The SRHiE Analyst will serve as the focal point for coordination, implementation, monitoring and reporting of SRH activities in the field, with priority and primary focus on Region V (Bicol) but with the possibility of deployment to other priority regions of UNFPA particularly in the context of humanitarian preparedness and response as deemed necessary by the CO Management. These SRH activities will encompass maternal health, family planning, adolescent SRH, HIV programming, health sector response to gender-based violence (GBV), and other related concerns across the humanitarian - development continuum. In line with the current UNFPA Country Programme and in coordination with the Humanitarian-Development-Peacebuilding (HDP) Nexus and SRH Team Leaders in Manila, the Analyst will support the roll-out of SRH initiatives, track progress, and report on results, while advancing strategies such as advocacy for the availability, affordability, acceptability and quality of SRH services, facilitation of capacity development to ensure quality of care, provision and monitoring of SRH supplies, and oversight of service delivery, with the aim of building the resilience of the health system and ensuring the continuity of delivery of life-saving SRH services for women and girls in humanitarian situations.
The SRHiE Analyst will also be responsible for identifying and facilitating operational partnerships in both the humanitarian and development spheres, assessing and proposing supply and equipment needs, and coordinating timely provision of these to partners. The role includes providing technical guidance on the integration of comprehensive SRH, HIV, and GBV services within primary health care systems in both humanitarian and development settings.
In fulfilling these responsibilities, the SRHiE Analyst will work closely with government counterparts, implementing and development partners, civil society organizations, humanitarian actors, and sister UN agencies to strengthen SRH services for vulnerable populations, including internally displaced persons, in both humanitarian and development contexts. The SRHiE Analyst will represent UNFPA in all humanitarian and development coordination mechanisms related to SRH and will lead the SRH Sub-Cluster in the field, with technical backstopping from the SRH and HDP Nexus Teams at the national level.
The technical and coordination work expected from the SRH Analyst shall be guided by the Philippine Development Plan (PDP) 2023–2028, the Responsible Parenthood and Reproductive Health (RPRH) Law, the Department of Health (DOH) National Objectives for Health, strategic and sectoral health plans relevant to the Bicol region, and the UNFPA 9th CP 2024–2028.

Education:
Advanced university degree in medicine, public health, international development, social sciences or other related fields.
Knowledge and Experience:
Languages:
Proficiency in Filipino and English required. Knowledge of local dialect in the Bicol Region is an asset.
