The Position:
 
The Comprehensive Sexuality Education (CSE) In-Out of School (Programme) Analyst, shall engage in policy and programmatic discussions to ensure that those most left behind are reached with comprehensive sexuality education (CSE) and other relevant youth-related interventions within UNFPA's Country Programme of Assistance to the Philippines. S/He will support the development, coordination, and implementation of adolescent and youth-led and/or youth-related activities promoted by the CO. S/he will contribute to the analysis and assessment of relevant political, social and economic trends, and facilitate the delivery of UNFPA's adolescence and youth programmes in coordination with other programs such as gender, sexual and reproductive health, and population and development. 

S/he will work under the overall supervision of the Assistant Representative, and will report directly to the ASRH/Youth/HIV Analyst

Job Purpose:

In the framework of the Country Programme, the Programme Analyst supports the development and implementation the CO strategies to promote CSE in and out of the school and other substantive initiatives to promote adolescent and youth rights, especially in the areas of sexual and reproductive health, gender-based violence, transformation of social and gender norms, population dynamics and youth engagement and participation. Through substantive analysis and assessment of political, social and economic trends, s/he will contribute to project formulation, implementation, monitoring and evaluation, joint programming initiatives and advocacy initiatives for the development of national and local public policies and programmes.
 
 

You would be responsible for:

In collaboration with Government counterparts, NGOs, and other youth-led partners, contributing to the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.

Overseeing the development of youth-related projects and work plans (UNFPA and Implementing partners), as well as the monitoring and reporting of results on youth interventions that address the determinants of adolescent sexual and reproductive health and gender based violence and harmful practices, providing programme management support, monitoring activities and financial oversight.
Analysing and interpreting the political, social, and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention.

Analyzing      policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks. 

Assessing implications of new policy developments which will impact adolescents and youth and strategies on programme execution and ensure      their integration in different thematic areas. 

Ensuring youth-led participation and engagement in policies, programmes, key initiatives and events promoted by UNFPA, facilitating continuous dialogue and engagement with youth organizations. 

Establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies, and regional and global UNFPA specialists to facilitate timely and efficient delivery of project inputs. 

Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel. 

Designing and implementing a comprehensive CO strategy to promote CSE in and out of the school in the country, adapted to the current national context, and considering partnership with traditional and non-traditional actors. 

Supporting the advocacy, communication and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, social media inputs and participating in related meetings and public events.

 

Qualifications and Experience: 

Education:  

  • Advanced degree in public health, population, demography and/or other related social science discipline. 
     
  • Specialized knowledge in CSE/ASRHR or youth policies is an advantage.

Knowledge and Experience: 

  • Up to two (2) years professional experience in youth/volunteer participation and youth-led project management and policy development required. 
     
  • Experience with social media, online platforms and innovative offline CSE tools and advocacy and campaign required.
     
  • Strong network of youth-led organizations in ASRHR and CSE, required.
     
  • Experience in coordinating or managing joint programmes is desirable
     
  • Practical experience in design, monitoring, and evaluation of development projects, required.
     
  • Experience using office software packages and web-based management systems, required.

Languages: 

Fluency in English and Filipino is required. Knowledge of other official UN languages, is desirable.
