Duties and Responsibilities
The International Trade Centre (ITC) is a joint agency of the United Nations and World Trade Organization based in Geneva. ITC’s mission is to enable small business export success in developing and transition- economy countries, by providing, with partners, sustainable and inclusive development solutions to the private sector, trade support institutions (TSIs) and policymakers. About the “Enhancing Skills and Enabling Financial Inclusion for Young Women in the Creative Economy” Programme This is a three-year programme designed to expand dignified and fulfilling work opportunities for young women in Uganda’s creative industries. The project will reach over 84,000 women, enabling 40,000 to access employment or self-employment through skills development, entrepreneurship support, and financial inclusion. It builds on ITC’s experience in youth and creative sector programming and contributes to the Foundation’s Young Africa Works strategy and Uganda’s 2030 private-sector-driven vision.Through a consortium led by ITC with partners including Bayimba Foundation, NextCom, Wowzi, and Steadman Global, the initiative will: • Strengthen market-relevant creative and business skills; • Support growth of women-owned MSMEs in the creative sector; and • Pilot innovative financial products tailored to women creative entrepreneurs. The Programme seeks a no-/low-code M&E platform expert to support complex, multi-stakeholder reporting flows with automation and analytics. The solution must enable: • Beneficiaries to discover/apply to opportunities, manage profiles, and complete surveys (baseline, post-training, 6-month, annual) with automated SMS/email nudges. • Implementing Partners (IPs) to publish opportunities, manage applications, upload attendance, submit quarterly reports, and access role-scoped dashboards & survey insights. • M&E/Management to validate records (opportunities, attendance, quarterly reports), design surveys, manage beneficiary data, handle misconduct/helpdesk, and monitor performance via generic and programme/partner-specific dashboards. Description of Duties/Responsibilities Under the supervision of the ITC Youth and Trade Programme Manager and the Associate Programme Officer, the consultant will provide technical support and coordination for the design and setup of the project’s digital Monitoring & Evaluation (M&E) system, built using a no-/low-code approach and mainly the following tools : Airtable, Jotform and N8N. Working closely with the ITC Project Management Unit, the No-Code consultant responsible for basic system set-up and client advisory, the consultant will ensure that the system is user-friendly, secure, and aligned with ITC’s data protection standards. Key responsibilities will include: 1. System Design and Technical Specifications a. Based on the technical brief shared by the No-Code consultant, outline data architecture and relationships between core entities (users, training activities, surveys, reports, etc.). 2. Data bases and workflow configuration a. Configure and optimize the Airtable environment based on the approved system design and data model. i. Establish multi-level user roles and access permissions aligned with the security and governance framework. ii. Configure basic data validation rules, approval processes, and auditability features. b. Develop and implement automated workflows using Airtable’s native tools and third-party integrations ( n8n). c. Support the technical implementation of user roles, permissions, and access controls d. Ensure forms are properly connected to the system database and support automated SMS/email reminders. e. Set up an advanced unique ID generator for beneficiaries and partners. f. Ensure iterative development and testing following agile principles, incorporating user feedback throughout the configuration process. g. Support final deployment and ensure a smooth handover for post-launch system maintenance. 3. Dashboard Development and Data Visualization a. Design and implement interactive dashboards that visualize programme progress and impact in real time. b. Configure dashboards connected to Airtable data to display key indicators derived from activity reports, partner submissions, and beneficiary surveys, directly linked to the project’s logical framework (logframe). c. Ensure dashboards are dynamic, role-specific, and can generate insights at programme, partner, and thematic levels (gender, age, region, training type). d. Integrate dashboards within Airtable interfaces or connect to external tools such as Power BI, Looker Studio, or Metabase, depending on technical feasibility. e. Collaborate with the M&E team to validate data accuracy and ensure visualization outputs align with project reporting requirements and donor indicators. 4. Documentation and Knowledge Transfer a. Document all automation flows, triggers, and dependencies for future maintenance. Produce concise technical documentation (developer notes, API connections, environment setup guide, system architecture, configurations, and integration logic). b. Develop user guides and Standard Operating Procedures (SOPs) detailing processes, roles, and responsibilities. c. Train and mentor the first no-/low-code consultant and core M&E staff on Airtable advanced functions, automations, and maintenance. d. Conduct training sessions for the M&E team and implementing partners on system use and administration. 5. Provide technical support and system maintenance during and immediately after deployment to ensure system stability. a. Monitor and troubleshoot workflows, automations, and dashboards to address bugs, performance issues, or unexpected behaviors. b. Implement minor system adjustments requested by the M&E or IT teams during the initial operational period (January–February 2026). c. Ensure that all automations and data pipelines remain functional, optimized, and compliant with ITC’s data governance standards. d. Recommend long-term maintenance routines, including version control, backups, and access review schedules, and document them in the maintenance guide. e. Support the transfer of technical ownership to IT focal points or internal system administrators, ensuring sustainability beyond the consultant’s assignment. Copyright The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
• Advanced university degree (Master’s or equivalent) in Information Systems, Computer Science, Data Management, Engineering, or a related field. • A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Required: Proven experience in the design and configuration of no-/low-code digital systems • Proven experience in Airtable architecture, automation, and integration setup. • Demonstrated capacity to design complex relational data structures and role-based access systems in Airtable. • Experience with n8n, Make (Integromat), or Power Automate for workflow automation. • Hands-on experience creating automated notifications, dashboards, and data validation processes. • Familiarity with agile methodologies (sprints, iteration, backlog management). • Understanding of data protection, auditability, and IT governance. • Experience providing technical training or mentoring to non-technical users. • Familiarity with Power BI, Looker Studio, or other visualization tools. A Plus: • Previous work on digital M&E systems or data-driven programme management tools within development projects or international organizations. • Familiarity with analytics, dashboarding, and visualization tools such as Power BI, Looker Studio, or Metabase. • Experience managing relationships with software providers and supporting system deployment or integration processes. • Knowledge of ITC systems, data security standards, and project management in a UN or development cooperation setting. • Ability to collaborate effectively with developers or agencies to deliver advanced features Skills • Excellent organizational and planning abilities, with a structured and detail-oriented approach. • Strong analytical and problem-solving skills, with the ability to simplify complex systems into clear workflows. • Proven communication and facilitation skills, including the ability to liaise effectively with both technical and non-technical stakeholders. • Collaborative mindset with the ability to work across teams and cultures, ensuring buy-in and alignment among partners and internal staff. • Capacity to work independently, prioritize multiple tasks, and deliver within tight timelines. • Commitment to confidentiality, data ethics, and integrity in handling beneficiary and institutional information. • Curiosity and openness to learning about new digital tools, with a solution-oriented attitude.
