BACKGROUND

Purpose of Activity/ Assignment:

Facilitation the efficient functioning of Vaccination Demand Hub

Evidence informed demand promotion for vaccine confidence and uptake plays a key role in contributing to improve immunization coverage. In recognition of need for greater alignment and coordination of partners engaged in demand promotion, the Vaccination Demand Hub (the Hub) was established in 2018. The Hub includes core global partners: UNICEF, Gavi Secretariat, World Health Organization, US CDC, the Gates Foundation, Africa CDC, JSI and other partners working on vaccine demand.  UNICEF has been providing technical leadership, management and coordination support to the Hub since it was established.  

The Hub is a successful partnership model which has helped global partners to come together to discuss priority technical and programmatic content in vaccine demand and uptake. Ever since its inception the Demand Hub has successfully produced global tools and guidance; has provided a platform for learnings from countries and regions. In response to the countries requests for technical clinics to provide latest updates on guidance, tools and programme implementation, many technical clinics have been conducted on thematic topics; The Demand hub also convenes virtual and face to face meetings which has allowed peer to peer learnings and experience sharing among countries on vaccine demand. The Demand Hub has been taken as a good example of how global teams could connect with regions and countries through various ways. Gavi 6.0 demand pillar and the funding guidelines was also developed through the Demand Hub Steering Committee (DHSC).

The scope of the interventions that the Hub has been leading on has steadily continued and expanded with increased number of technical clinics, monthly meetings, facilitation of face-to-face meetings- which require continuation of facilitating partnership discussion, implementation, monitoring and reporting of Demand Hub’s operations including the interface with regions and countries. The recently held face to face meeting of the Demand Hub Steering Committee recognized the integral role of the Demand Hub Coordinator and the need for the continuation of the function. The DHSC also agreed to maintain the status quo for UNICEF to co-lead the Demand Hub. For smooth functioning of the Demand Hub, UNICEF would like to recruit a consultant to support the coordination and facilitation of numerous activities.

The primary purpose of this consultancy is to enable UNICEF immunization team to lead in organizing Hub calls and convening meetings, such as the Demand Hub Steering Committee (DHSC), monthly meetings and face to face meetings of the Expanded Partners; produce documentation of actions agreed upon; organize agreed number of technical sessions to build capacity on the new emerging areas in demand and supporting the Demand Hub leadership team to convene and discuss strategic discussion to guide the Demand Hub.

Scope of Work:

 

Under the guidance of UNICEF Demand Team lead, and in consultation with the Demand Hub Steering Committee, the consultant will support in convening various virtual and face to face meetings in order to foster effective partnerships between organizations engaged in immunization demand work. The consultant will document the agreed action points and follow ups of action points as needed; ensure easy access to stakeholders to available guidance and tools on vaccine demand, facilitate technical clinics in emerging areas of work, as well contribute to update the Hub website and knowledge management platform.

Specific areas of work to be delivered include:

Convening of meetings of the Demand Hub (DH) Steering Committee

• • Under the guidance of UNICEF demand team lead, develop agenda and share in advance with steering committee members for inputs.
  • Organize and facilitate monthly DH steering committee meetings.
  • Organize monthly meetings of the Hub.
  • Produce and disseminate succinct minutes of the DH meetings with action points delineated, and follow-up with responsible parties on action points.
  • Organize Face to Face meetings of DH leadership team & expanded DH meeting.
  • Provide support to various workstreams to convene workstream meetings.

Convening of face-to-face meeting of the Demand Hub

• • Under the guidance of UNICEF team lead, develop concept note and agenda and share with steering committee members for inputs and finalization.
  • Develop participants list with inputs from DHSC.
  • Ensure that invitations are sent out to all participants on time and follow up on confirmations.
  • Liaise with country teams on presentations and material required for the face-to-face meeting.
  • Coordinate with UNICEF CoE and country teams to organize venue and logistics.
  • Organize a side meeting of DHSC and workstream leads during the face-to-face meeting.
  • Produce and disseminate succinct report of the meeting with recommendations and action points.

Facilitation of technical clinics on capacity building

• • Facilitate and support to convene capacity building training, technical clinics and knowledge sharing webinars conducted through the Demand Hub-including to socialize the IA2030 agenda.
  • Provide assistance to relevant technical leads in coordinating with presenters on content of the technical clinics.
  • Ensure all the presentations and content are prepared on time for the technical clinics.
  • Follow up on the invitations and confirmations of participants.

Workplan development and implementation

• • Develop and update DH workplan, calendar of events and workstream deliverables and monitor and track coordinated progress

Knowledge Management:

• • Provide content for updating the Hub website and KM platform, including collecting and consolidating inputs from Hub leadership team, workstreams, and partners for content and maintaining the demand resource repository and troubleshoot technical issues
  • Guided by the DHSC and workstream organize knowledge sharing monthly meetings of the Hub
  • Produce and disseminate short updates of the Hub activities (eg: with content on upcoming events, stories from the field etc), 2 newsletters with inputs from the workstreams

Qualifications

Education: 

Advanced University degree in Social Science or in any interdisciplinary area

Knowledge/Expertise/Skills required *:

• Proven track record in programme management and complex multi-stakeholder partnerships coordination for at least one year
• At least 2 years of solid previous experience in coordinating global coordination mechanism preferably in health and SBC related programming
• Strong analytical, oral & written communication skills
• Proven experience in producing knowledge products
• Experience working in UN systems and partners is an asset
• Self-starter with ability to plan and execute projects in a timely manner with strong planning and organizational skills
• Ability to strategic and conceptual thinking
• Knowledge about Vaccination Demand Hub and its functions is an asset.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
