BACKGROUND

Purpose of Activity/ Assignment:

The primary purpose of this consultancy is to develop and maintain a global knowledge management system for the health economics and financing products, to consolidate evidence, support priority setting, improve visibility and institutional memory, and support cross-country learning.

Background

 

UNICEF’s new strategic plan identifies “Financing to Scale” as a central pillar, positioning the organization to mobilize and strategically allocate resources across child health priorities. Health economics and financing (HEF) activities are currently carried out by multiple divisions and sections across Headquarters, Regional, and Country Office levels, as well as within and outside the Program Division. These efforts have produced strong, valuable evidence that has led to impactful policy engagement in several countries.

With the establishment of a dedicated cross-cutting Health Economics and Financing Unit within the Health Center of Excellence (CoE), and the evolving role of the UNICEF Regional Offices, UNICEF is now consolidating, harmonizing, and strategically positioning a structured evidence repository, complemented by knowledge review, exchange, and dissemination. In addition to consolidating products through a robust knowledge management system, the health section is also setting up a mechanism to systematize the quality review of HEF products, enhance technical rigor, and maintain credibility across all HEF outputs globally.

Other initiatives are being put in place to support this HEF structure, such as an internal planning group, to improve coherence and coordination across-division collaboration and alignment extending beyond the Health Section.  

Scope of work

  • Operationalize external experts review panel: design SOPs, workflows, onboarding materials, and review tracking systems.
  • Develop HEF Repository – design and implement a searchable, standardized system for linking products, datasets, and reviews.
  • Create structured bridges across HQ, RO, and CO through shared repositories and communication loops
  • Operationalize a roster of experts in health economics and Financing
  • Develop an HEF engagement and networking plan to enhance UNICEF’s HEF work, build strong networks and partnerships to position UNICEF in global forums, and advocate to secure sustainable, equitable investments.
  • Develop a model for Knowledge Retention & Continuity – embed knowledge capture at offboarding
  • Institutionalize Learning from quality assurance – transform technical reviews into structured learning loops.
  • Support the translation of evidence to facilitate Uptake and synthesize HEF findings for broader audiences
  • Pilot Fellowship & Embedded Expertise Models – launch initial placements and mentorship model across the Center of Excellence
  • Monitor, Learn, and Adapt System – build monitoring dashboard and reflection points.
  • Support various reporting activities from drafting to referencing in the KM system

Qualifications

Education:   

Advanced University degree in Knowledge Management and Information Systems, Information science or library science. Business administration or management, Communication science, Organizational Development, Data analytics or information technology.

  • Language Proficiency: Fluency in English (both written and verbal) is required; proficiency in another official UN language is an asset.

Knowledge/Expertise/Skills required *:

  • Digital Knowledge Management Expertise: Proven experience in developing and maintaining accessible shared spaces and sites, and other digital collaboration platforms.
  • Accessibility and design standards: Strong knowledge of international accessibility standards and best practices for inclusive digital design.
  • Strategic Experience: Minimum of 10 years of professional experience in digital strategy development, implementation, and knowledge management.
  • UN System Experience: Prior work experience within the United Nations system or other international organizations is considered an asset.

Requirements:

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
