Job Description

The ICLA Team Leader (Technical Assistant) is responsible for supervising ICLA project staff, ensuring timely and quality delivery of ICLA activities, reporting on progress, and coordinating with authorities, communities, and partners. 

Specific responsibilities: 

Line Management and Team Oversight 

  • Supervise and manage Officers, Technical Assistants, Volunteers, and Incentive Workers. 

  • Oversee attendance and ensure proper documentation of timesheets, leave tracking, and absences. 

  • Ensure timely completion of performance management processes, including goal setting, Work and Development Plans (WDPs), and bi-monthly check-ins in NRC People. 

  • Monitor staff performance, providing constructive feedback and on-the-job coaching. 

  • Ensure staff capacity building and participation in relevant trainings and inductions. 

  •  

Planning and Coordination 

  • Collaborate with the Project Manager and Project Coordinator to set team objectives and work plans aligned with ICLA strategies and targets. 

  • Support the development or revision of Core Competency strategies through area-level input, analysis, and recommendations. 

  • Ensure proper coordination with other Core Competencies, local authorities, and external partners. 

  • Facilitate effective communication within the team and across departments. 

  •  

Project Implementation 

  • Plan and supervise awareness activities (Group Information Sessions, legal education, and outreach). 

  • Oversee legal case management activities, including counselling, assistance for non-complex cases, and internal/external referrals. 

  • Ensure compliance with ICLA guidelines, SOPs, and NRC standards in all interventions. 

  • Strengthen internal and external referral mechanisms and maintain updated service mappings. 

  • Ensure services are delivered safely, confidentially, and with respect for diversity and dignity. 

  • Conduct regular field visits, providing technical guidance and quality assurance. 

  • Identify barriers to access (e.g., gender, age, disability, documentation) and adapt interventions to improve inclusivity. 

  •  

Monitoring, Evaluation, and Reporting 

  • Oversee data collection and ensure accurate documentation in line with M&E tools and Libya M&E Strategy. 

  • Support monitoring exercises, post-service follow-ups, and learning reviews. 

  • Ensure regular and high-quality reporting through NRC’s internal systems (weekly, monthly, GORS, and donor reporting). 

  • Document lessons learned, good practices, and success stories related to inclusion and legal access. 

  •  

Accountability and Compliance 

  • Ensure adequate accountability for all ICLA activities and documentation (case management files, attendance, reports, and databases). 

  • Guarantee that NRC assets are properly managed, handed over, and securely stored. 

  • Monitor adherence to NRC’s Code of Conduct, Safeguarding Policy, and confidentiality protocols. 

  •  

Safe and Inclusive Programming 

  • Ensure that all project activities respect NRC’s four core protection mainstreaming components: 

  • Safety, dignity, and avoidance of harm. 

  • Meaningful access and inclusion. 

  • Accountability. 

  • Participation and empowerment. 

  • Promote gender balance and the inclusion of persons with disabilities and minority groups in all project activities. 

  • Support the team in applying inclusive communication methods and accessible feedback channels. 

  •  

M&E and Learning 

  • Coordinate closely with the M&E department to ensure data quality and evidence-based programming. 

  • Report on inclusion-related indicators such as participation rates, satisfaction levels, and feedback resolution. 

  • Participate in learning events and ensure continuous improvement of ICLA service delivery. 

  •  

Collaboration and Representation 

  • Represent NRC in coordination meetings with relevant stakeholders, including local authorities and civil society actors. 

  • Maintain a collaborative working environment within the ICLA team, across Core Competencies, and with Support functions. 

  • Support inter-agency referrals and information sharing in line with data protection and confidentiality standards. 

Other 

  • Undertake any other task relevant to the position as requested by the line manager, including administrative support, document translation, or support to emergency response. 

Generic professional competencies 

  • Bachelor’s degree or equivalent in Social Sciences, Political Science, Law, or related fields. 

  • Experience in humanitarian or recovery contexts. 

  • Previous experience in complex and volatile settings. 

  • Proven track record in team management and staff supervision. 

  • Documented results related to the position’s responsibilities. 

  • Strong computer and reporting skills. 

  • Ability to prioritise, multitask, and meet deadlines. 

 

 

Context related skills, knowledge and experience:   

  • Knowledge of the context in Libya;    

  • Strong organizational and team working skills;    

  • Fluency in both English and Arabic   

  • Good communication skills, with capacity to directly influence and negotiate with a wide range of stakeholders.
