This position is located in the Business Relationship Management Section (BRMS), Office of the Assistant Secretary-General for the Office of Information and Communications Technology (OICT). The Programme Officer reports to the Chief, BRMS, as well as the Telemedicine Project Board. Mandate: The primary responsibility of BRMS is to interact with customers, understand their needs, and work with suppliers and other business units to provide solutions ensuring proper value realization of the investments. While the Triangular Partnership Programme (TPP) in the Division for Special Activities (DSA) provides overall coordination of the Telemedicine project, OICT leads the telehealth initiative in piloting the development and operationalization of a Telemedicine capability for peacekeeping with the medical and, technical guidance and support of the Division of Healthcare Management and Occupational Health (DHMOSH). The project objective is to pilot these technologies in Peace Operations in the Central African Republic, South Sudan, Syria, Western Sahara, Abyei, Somalia, and Libya. Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Participates in the development, implementation, monitoring and evaluation of the Telemedicine initiative, operationalization of Telemedicine capacity in pilot field missions and other activities in an assigned functional area. • Monitors and analyzes project development and implementation; develops and leads project plans to support the Telemedicine initiative to successfully meet identified goals & parameters; produces relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the clients, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Supports design and roll out of new services and partnerships for offerings, including assessment & vetting of equipment & tools. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets results, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; presents on assigned topics/activities. • Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, project budget, etc.). • Reports to the TPP team on the outcome of the activities, budget, and funding to allow accountability for donors and stakeholders. • Performs other duties as required/assigned.

Education
An advanced university degree (master’s degree or equivalent) in business administration, healthcare administration, management, information technology, or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree in the specified fields.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Project management experience in a global healthcare environment is required. Medical/clinical implementation and research experience in Virtual Care or telehealth is required. Experience in managing telehealth or digital health projects in complex, multi-stakeholder environments, particularly in post-conflict or humanitarian settings is required. Experience analyzing and presenting information gathered from diverse sources is desirable.
