DESCRIPTION OF ASSIGNMENT, DUTIES AND RESPONSIBILITIES OF THE ENGAGED INDIVIDUAL CONSULTANT
General Background of Project or Assignment, Operational Context:
The transition from higher education to employment is a critical stage in developing a skilled, inclusive workforce, particularly for young refugees facing legal and socio-economic barriers. Structured work-based learning (WBL) is increasingly recognized as essential for improving graduate employability and easing the school-to-work transition.
Despite global consensus and policy momentum around WBL, refugee students face persistent barriers such as legal restrictions, lack of formalized partnerships between universities and employers, and absence of structured national frameworks. This study will explore individual-level access to internships, as well as systemic, institutional, and policy-level structures that shape WBL opportunities in Ethiopia and Kenya.

Purpose and Scope of Assignment:
Map WBL components integrated into higher education programmes attended by DAFI scholars (2022–2024) in Ethiopia and Kenya.
• Assess participation levels and perceived outcomes, including barriers.
• Analyze linkages between higher education institutions and the private sector.
• Assess employer awareness, readiness, and motivation to host refugee students.
• Identify opportunities to strengthen institutional and sustainable frameworks.
The study will involve four phases:
• Literature review and systems mapping.
• Primary data collection.
• Analysis and reporting.
• Validation and dissemination.
CANDIDATE MINIMUM REQUIREMENTS, SELECTION CRITERIA
Required qualifications, language(s) and work experience:
Degree: Yes
Required/mandatory: English (fluent)
Desirable:
Consultant Qualifications
• Demonstrated experience in higher education, TVET, or WBL research.
• Strong familiarity with refugee education and protection contexts.
• Understanding of higher education policy, labour market dynamics, and private sector engagement in East Africa.
• Proficiency in mixed-methods research and participatory approaches.
• At least 6 years of relevant work experience.
• Excellent writing and facilitation skills in English.
EVALUATION, MONITORING, SUPERVISION
Monitoring and Progress Controls
• Delivery of literature review and systems mapping report by October 2025.
• Completion of data collection tools and datasets by November 2025.
• Draft comparative analysis report by December 2025.
• Final report and policy brief submitted by December 2025.
• Online stakeholder validation workshops with participants from Ethiopia and Kenya.
Engagement type: Regular (Working hours applicable, monthly regular payment of fees as per ICSC NET equivalent)
