Description of the Assignment: Senior International Expert on Monitoring and Evaluation to conduct the Terminal Evaluation of the Research and Advocacy Project "The Viet Nam Provincial Governance and Public Administration Performance Index (PAPI)"

Period of assignment/services: November 2025 - March 2026

As required by UNDP Evaluation Guidelines and in agreement with the international donors for PAPI, the Australian Department for Foreign Affairs and Trade (DFAT) and the Embassy of Ireland, this TE is being carried out in order to:

1. assess whether or not the PAPI Research and Advocacy Programme has delivered its outputs, results and outcomes in line with its Theory of Change; and,

2. provide recommendations to inform the next phase of the programme to leverage what the current PAPI Programme has delivered and what the next “Inclusive Governance Enhancement Programme” should cover substantively to enhance inclusive governance in Viet Nam’s 2026-2030 development and reform agendas, with a special focus on the effective implementation of the administrative reforms at subnational level.
