Job Description
Result of Service
• Sample pre-configured goAML database, which includes workflows, lookups and scenarios utilized to train Financial Intelligence Units. • Remote support provided to Member States in the form of answering queries with best practices through the ticketing system and late tickets flagged and brought to the attention of the support team for action. • Documentation for the sample pre-configured goAML database developed and drafted, which includes: o The purpose of the report and case types and why they are configured the way they are. o The workflows including the content of each workflow step and the rationale for the optional flows, loopbacks, “dummy pool users”, etc. o Which lookups need outreach to Reporting Entities and state agencies. o Principles for permission assignments. o Best practices for XML schema usage, for example when to use multi-party as a single party transaction instead of bi-party to avoid misleading links and unnecessary data. • Feedback provided to the goAML team in Vienna on the training of the sample database and the team briefed on the findings from the missions. • Additional realistic reports, scenarios and other data integrated into the goAML sample pre-configured database.

Duties and Responsibilities
This position is home-based with reporting to the Software Products for Member States Unit (SPMS), Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work on goAML product development under the direct supervision of the Training Team Lead, Software Products for Member States (SPMS), Digital Transformation umbrella, and overall guidance of the Chief of the Information Technology Service in Vienna. Under the direct supervision of the Training Team Lead, the Consultant will complete specific tasks that are required to produce the product support, enhancement and training. - Provide 10 days remote support monthly by answering queries from Member States through the ticketing system and flag late tickets with the support team for action. - Attend the 10th goAML International User Group meeting in Maputo, Mozambique and deliver a presentation on support and ticket resolution. - Conduct training workshops from an FIU perspective utilizing the sample pre-configured goAML database. - Provide feedback to the goAML team in Vienna on the training of the sample database and brief the team on the findings from the missions. - Integrate additional realistic reports, scenarios and other data into the goAML sample pre-configured database.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. A minimum of ten years of relevant operational experience of goAML use, administration and configuration in an FIU is required. Experience with SQL and administration of Microsoft SQL Server is required. Experience in FIU process design and goAML workflows is required. Knowledge of utilization of goAML workflows and lookups in measuring the key performance indicators of an FIU is required. Experience of goAML XSD and unification/linking keys and their impact to data quality is required Experience in training of goAML users and administrators, preferably in multiple different types of FIUs (administrative, law enforcement, judicial or hybrid) is required Experience in legacy data migration to goAML is required. Experience in de-duplication of goAML objects is required. Experience in international information exchange and FIU to FIU cooperation is required. Knowledge of Egmont Group data exchange standard is desirable Experience working in a large multi-cultural, international, non-profit organization is desirable. Experience in data analytics or related areas is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
