We are looking for a lead or senior specialist with extensive experience in technical assistance to develop, implement, and evaluate tax policy and tax administration reforms in Latin America and the Caribbean. This role requires a deep understanding of tax systems, legal regulations, and tax administration, as well as experience in managing international tax policies. The position demands technical skills and practical experience to lead in the field of tax policy and tax administration. Additionally, you will be responsible for designing and implementing IDB’s operations, providing technical assistance, making recommendations to improve the area's performance, and leading analytical projects.
The Fiscal Management Division (IFD/FMM) supports the efforts of national and subnational governments in the Latin American and Caribbean region to strengthen fiscal policy and management to foster economic growth and reduce inequality and poverty.
Our main areas of work are tax policy and administration, public expenditure policy and management, subnational fiscal policy and management, fiscal sustainability, as well as macro-fiscal policy and fiscal transparency.
• Education: Master's degree in economics, administration, public policy, law, or other related fields. Ph.D. is preferred. Academic training in data analysis or science is an additional value.
• Experience: At least six (6) years of experience for a lead specialist and five (5) years for a senior specialist position, preferably ten (10) years of relevant and substantive experience in public and/or subnational finance, tax or customs administration, or international organization, with a preference for revenue policies and tax administration. Ability to lead and work in a team, excellence in interpersonal relationships to maintain effective cooperation and dialogue with other Bank departments, national authorities, donors, and other multilateral organizations, and to handle sensitive information discreetly in a multicultural environment.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
• Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
• International: International staff contract, 36 months initially, renewable upon mutual agreement.
