Duties and Responsibilities
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Basic Services Section of UN-Habitat is mandated to improve the access to urban basic services, including sustainable solid waste management by collecting data on municipal solid waste management, improving policies and guidelines in partnership with local, regional and national authorities, creating an enabling environment for promoting investments in sustainable waste management with a focus on the urban poor and increasing coverage of sustainable waste management services in communities. African Clean Cities Platform The African Clean Cities Platform (ACCP) is a platform aiming to realize clean and healthy African countries and cities by 2030. The ACCP supports cities and local governments in moving towards sustainable municipal solid waste management system, achieving the Sustainable Development Goals (SDGs) related to waste, as well as in implementing the New Urban Agenda. It was established in April 2017 jointly by the Ministry of the Environment of Japan, the Japan International Cooperation Agency (JICA), the United Nations Environment Program (UNEP), UN-Habitat and the City of Yokohama, with 24 representatives from African countries. Currently 196 cities in 47 countries in African continent are participating (as of 21 January 2025). UN-Habitat is hosting the ACCP secretariat and supporting member cities in knowledge and good practices sharing, assessment of MSW management data (using the Waste Wise Cities Tool (WaCT), the monitoring methodology for SDG indicator 11.6.1) and development of project proposals based on the validated data. Under the supervision of Associate Officer, Waste Management, the consultant will undertake the following responsibilities; • Organize and facilitate WaCT training for local authority officers and volunteers. • Apply WaCT and Waste Flow Diagram (WFD) in collaboration with local authorities and relevant UN-Habitat personnel. • Organize and facilitate a stakeholders’ workshop inviting all the different stakeholders in the local waste management chain and government of the city. • Draft the WaCT report based on the local stakeholders' workshop and WaCT Data Collection Application (DCA) and WFD results, highlighting policy intervention and infrastructure investment gaps for recommendations for national legislation reforms. • Formulate and review WaCT city profile reports for two cities • Collect 15 best practices on Municipal Solid Waste Management across the globe, following the categories of ACCP Knowledge Hub. • Provide geospatial evidence for intervention scenarios (e.g. siting future transfer stations and MRFs, identification potential leakage sources) to contribute to the development of the 1st draft of the national policy brief. • Provide technical inputs to Dar Safi team regarding WP 2: City-level Strategic Plan Development and WP 5 Demonstration as necessary.
Qualifications/special skills
Advanced university degree in Urban Planning, Environmental Management, Economic or in a closely related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of two years’ experience in events organization, natural resources, urban planning and solid waste management or a related field is required. Excellent writing and communication skills and the ability to organize and plan events. Experience in GIS and the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) is needed. Experience in the United Nations or other international development agencies is regarded as an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
