I. Background/Context UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against all women and girls. The mandate and functions of UN Women call for the promotion of organizational and UN system accountability on gender equality through evaluation, strengthening evaluation capacities and learning from evaluation, and developing systems to measure the results and impact of UN Women with its enhanced role at country, regional and global levels. The purpose and role of evaluation in UN Women is to enhance accountability, inform decision-making and contribute to learning on the best ways to achieve women’s empowerment and gender equality through operational and normative work. The Independent Evaluation, Audit and Investigation Services (IEAIS), provides independent evaluation, internal audit and investigation assurance, as well as advisory services, to management on UN Women’s programmes, controls, business systems, and processes to identify good practices, provide recommendations for improvement, and contribute to learning.
II. Description of Responsibilities /Scope of Work Under the supervision of the Regional Evaluation Specialist for Asia and the Pacific and in consultation with the Chief of the Independent Evaluation Service (IES), the Evaluation Consultant will contribute to corporate evaluations, including synthesis and rapid assessments, IES-led regional evaluations for Asia and the Pacific and support the evaluation function for the Asia and the Pacific region as follows:

Support the Regional Office for Asia and the Pacific evaluation function, including conducting IES-led evaluations and managing the quality assurance of decentralized evaluations (Regional and Country Office managed), and providing knowledge management leadership (i.e. facilitating use of evaluation). (30% of time effort)
Monthly progress reports are to be submitted, describing work completed and listing any deliverables finalized during that month (deliverables as outlined above: guidance, presentations, talking points, tools, reports, and any other concrete outputs). Consultant’s Workplace and Official Travel This is an office-based consultancy, based in Bangkok, Thailand. As part of this assignment, there may be travel related to the scope of work, which will be paid for separately in accordance with UN Women’s travel policy. |

IV. Required Qualifications |
Education and Certification: Education:
Experience: 3. A minimum of 2 years professional experience in qualitative/quantitative data collection and analysis, programme or corporate evaluation required. 4. Understanding of the UN system or experience working with an international organization an asset. 5. Demonstrated experience in the areas of gender equality and women’s empowerment, gender mainstreaming, gender analysis, and gender-responsive evaluation an asset. 6. Experience supporting or leading evaluation syntheses an asset. 7. Experience with data analysis and visualization tools (e.g. Nvivo, Tableau) an asset
Languages: 8. Language proficiency in English required. Knowledge of another official United Nations language (e.g. French, Spanish) is desirable. V. Payment The consultant is expected to work 20 days a month based in Thailand, and a monthly rate will be paid upon satisfactory completion of tasks and deliverables that will be summarized in a monthly report. UN Women will cover travel and related visa and terminal fees for Thailand duty station. The cost of accommodation will be responsible by the selected consultant. Should the consultant be required to travel outside the duty station, UN Women will prepare the travel arrangement for the consultant separately. |
