UN Women Knowledge and Partnerships Centre in ROK
The UN Women Knowledge and Partnerships Centre in the Republic of Korea was established in 2022 under the Regional Office for Asia and the Pacific, in collaboration with the Ministry of Gender Equality and Family (MOGEF) of the Republic of Korea (RoK). Located in Seoul, the Centre operates on a shared mandate to advance gender equality and the empowerment of women (GEWE). It serves as a regional platform for in-depth learning and exchange of experiences, generation of gender data, and research production—contributing to more effective responses to gender inequality and the transformation of harmful social norms in the rapidly evolving social landscape of Asia and the Pacific.
One of the Centre’s strategic priorities is addressing Technology-Facilitated Violence Against Women (TFVAW), focusing on measurement. In November 2023, the Centre organized its first awareness-raising session during the meeting of the Regional Steering Group on Population and Social Statistics, convened by the Economic and Social Commission for Asia and the Pacific (ESCAP). In 2024, the 55th session of the UN Statistical Commission requested UN Women, UNFPA, and WHO to develop a roadmap for a statistical framework to standardize data collection and measurement of TFVAW.
Building on this momentum, a Regional Working Group on measuring TFVAW will be established, with a focus on enhancing data collection systems. The group, to be coordinated by UN Women with collaboration from UNFPA and WHO, will convene national stakeholders, practitioners and experts across Asia and the Pacific to discuss and document national practices on TFVAW-related data production and use. It will also provide technical input and recommendations to support the development of standardized measures and indicators by identifying key elements to inform the operationalization of a common definition. This definition will serve as the foundation for developing quantitative measures to help close the current data gap on the prevalence of TFVAW.
The Technology-Facilitated Violence Against Women Consultant will serve as the primary liaison between the UN Women Knowledge and Partnerships Centre, the UN Women Regional Office for Asia and the Pacific (ROAP), UN Women Headquarters, and members of the TFVAWG Regional Working Group. The Consultant will contribute to substantive and technical discussions on measuring TFVAWG and will coordinate RTWG meetings and other engagements with regional partners, including relevant experts and Communities of Practice.
The Consultant will report to the Research and Data Specialist of UN Women Knowledge and Partnerships Centre in the Republic of Korea. The Consultant will not have supervisory responsibilities.
Description of Responsibilities/Scope of Work
The Consultant will support the coordination of the Regional Technical Working Group on TFVAW measurement, and the advancement of regional efforts to address Technology-Facilitated Violence Against Women (TFVAW) measurement gaps through the following key responsibilities:
Activity 1: Support the establishment and coordination of the Regional Technical Working Group(RTWG) on measuring TFVAW
1.1 Provide technical inputs to the conceptualization of the first meeting of the RTWG, support drafting of the meeting agenda and meeting summary report
1.2. Provide technical inputs to and support the drafting and finalization of the RTWG Terms of Reference and workplan.
1.3 Prepare presentations and other technical materials and co-facilitate working group sessions as required.
1.4 Support the organization of subsequent periodic RTWG meetings (virtual and in-person), including agenda setting, preparation of concept notes and background documents, facilitation support, and documentation of discussions.
1.5 Support the development and finalization of the RTWG workplan
Activity 2: Provide technical and coordination support for the deliverables of the RTWG
2.1 Build on existing efforts and engage with RTWG members to consolidate national practices and lessons learned on countries’ efforts to produce national estimates on TFVAW prevalence, including statistical definitions used, indicators used, data collection methods, sources, methods of calculation, and challenges and limitations.
2.2 Conduct a desk review and engage with relevant regional and global experts to assess how common challenges can be addressed and how existing data gaps can be filled, including with the use of non-conventional data sources (administrative data, big data, etc).
2.3 Building on 2.1 and 2.2 develop a draft technical note with options and recommendations that could guide further work in refining measures and processes for measuring TFVAW, in consultation with RTWG members and chairs.
2.4 Finalise the technical note reflecting feedback from RTWG members, UN Women, and UNFPA experts.
Activity 3: Support Centre’s work on TFVAW, including policy related work
3.1 Provide technical support to the Centre’s TFVAW portfolio, including the development of policy recommendations, ensuring alignment with global and regional normative standards.
3.2 Contribute to the formulation and review of evidence-based policies, strategies, and guidance notes on TFVAW.
3.3 Provide technical inputs to inter-agency coordination mechanisms and contribute to regional consultations, conferences, and policy dialogues on TFVAW.
3.4 Ensure ongoing coordination with UN Women teams, including HQ, ROAP, the ROK office, Country Offices, to support strategic alignment and technical coherence across TFVAW-related work.
The consultant will report to the Research and Data Specialist at the UN Women Knowledge and Partnerships Centre in the Republic of Korea.
