ORGANIZATIONAL CONTEXT

To further strengthen the humanitarian-development-peace nexus, WFP is providing climate-smart agricultural assets such as hydroponics and wicking beds to households to increase their calorie intake and enable them to generate income. WFP also scaled up its resilience-building activities to include greenhouses, vegetable farms, sheep, poultry, and technical and vocational trainings for youth and people with disabilities. These projects reduce people’s vulnerability to external shocks, serve as a safety net, and support livelihoods.

In response to the urgent needs of Palestine, where protracted conflict and economic stagnation have led to widespread food insecurity, WFP delivers life-saving food assistance to the most vulnerable non-refugee Palestinians in Gaza and the West Bank. To address the ongoing crisis, WFP also focuses on strengthening livelihoods through resilience-building projects such as climate-smart agriculture and vocational training. Additionally, WFP supports national institutions by enhancing their capacity to respond to shocks and build inclusive social safety nets. By extending its systems to humanitarian and development partners, WFP contributes to broader efforts within the humanitarian-development-peace nexus.

This job is found in Gaza Area Office. Job holder reports to the Logistics Associate.

LSO introduction:

The LSO unit, created in June 2024 under the WFP Supply Chain, manages specialized logistics domains including fuel, fleet, and engineering. It provides integrated solutions for unconventional logistics challenges, leveraging specialist assets and coordinating with operational and programmatic teams to ensure safe, efficient, and adaptive humanitarian delivery.

Background elements to the Fuel Management Team:

Since the conflict began, fuel shortages have been a major impediment to humanitarian operations across Gaza. Within two years of operations, starting from ad-hoc deliveries to its subsidized bakeries project in Gaza, WFP has shifted from an improvised "just-in-time" to a fully structured and standardized “prepositioned” fuel supply system. Working under the LSO, the fuel team had to constantly adapt to political and logistical disruptions.

In 2025, WFP receives, stores and distributes between 50,000 and 130,000 L per week. At peak level, the WFP Gaza fuel supply chain utilizes 3 fuel stations (maintaining more than 600,000 L in storage capacity across the strip), 2 WFP owned tankers for contingency stocks, and mobilizes up to 3 contracted tankers for distribution.

The Fuel team supports WFP operations in the South and in the North of Gaza, maintaining the ability to split resources geographically, extending operations when and where needed, cultivating efficiency, agility and flexibility. The team works with autonomy and relies on its drive to sustain WFP operations, its cumulated experience, its initiative and its creativity.

General Objectives and Purpose of the Role

The Logistics Assistant (Fuel Management and Reporting) is responsible for the daily implementation and field execution of WFP’s fuel operations in Gaza. Working in close coordination with the Logistics Associate, this role ensures the accurate and timely receipt, storage, dispatch, documentation, and reporting of fuel across WFP’s supply chain. The position plays a key role in operationalizing the strategies and plans defined by the Logistics Associate and LSO leadership, ensuring that fuel reaches its designated users efficiently, safely, and in compliance with WFP procedures.

The Logistics Assistant leads daily field activities, supervises station personnel, and manages real-time coordination with transporters, contractors, and fuel service providers. The role is critical to maintaining the integrity of the Fuel Management System (FMS), including daily data validation, reconciliation, and reporting, and is responsible for issuing daily stock reports and contributing to weekly and monthly summaries.

In addition to operational responsibilities, the Logistics Assistant serves as the second-in-command to the Logistics Associate and acts as their backup in their absence, assuming full operational responsibilities as required. The position is designed to evolve into higher levels of responsibility, with the Assistant expected to develop the skills and competencies necessary to eventually assume associate-level duties.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Lead on-site fuel operations, including the receipt, storage, dispatch, and documentation of fuel deliveries in compliance with WFP standards.
  • Ensure daily validation and reconciliation of fuel data in the Fuel Management System (FMS), maintaining consistency between physical stock and system records.
  • Generate and submit daily stock reports, including opening balances, transactions, and closing balances; contribute to weekly and monthly consolidated reports summarizing key activities and stock movements.
  • Supervise station staff, ensuring professional conduct, adherence to safety standards, and accurate execution of tasks.
  • Coordinate daily with transporters, contractors, and fuel service providers on operational matters, including scheduling, delivery, and issue resolution.
  • Review and verify documentation related to fuel transactions, including delivery notes, LTIs, and contractor invoices.
  • Participate in field missions and convoy operations as required, supporting delivery and deployment of fuel to forward areas.
  • Support the implementation of contingency measures, including forward fuel operations and surge responses in newly accessible areas.
  • Serve as second-in-command to the Logistics Associate, assuming their responsibilities in their absence and contributing to the overall management of the fuel operation.
  • Share best practices, provide guidance to team members, and support the continuous improvement of operational processes.
  • Support the development and implementation of Standard Operating Procedures (SOPs) for fuel operations.
  • Manage the complete monthly invoicing cycle for all fuel contractors, including the rigorous review and preparation of supporting documentation and the subsequent submission of final invoices to the Finance Department.
  • Perform any other duties as required to support the effective delivery of fuel operations and WFP’s humanitarian mandate.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

Completion of BA degree in Business Administration & Management, project management, Logistics and Supply Chain Management, or any other related field is desirable.

Experience:

5 years of progressively responsible related work experience in the relevant field.

Knowledge and Skills:

  • Good knowledge of fuel management, flow meters and stainers is crucial.
  • Ability to perform minor maintenance and trouble issues with fuel system
  • Fuel Storage and Distribution: Knowledge of how to handle fuel storage and distribution safely and efficiently.
  • Quality Control: Understanding how to maintain fuel quality and perform safety checks.
  • Basic Math and Science: Useful for calculating fuel quantities and understanding the properties of different fuels.

Language:

Fluency in both oral and written communication in English and Arabic.

The Service Contract (SC) is a decentralized contracting instrument refer to specific guidelines provided and updated by HQ Policy team. It is a flexible contract modality use only by WFP Country Offices. The remuneration of SC holders is based on services satisfactorily provided in accordance with the Terms of Reference under the SC. Remuneration is made on a monthly basis and may include a sum for pension purposes, as described in Manual Section III.7.6.5.

The SC holders are covered under the safety and security measures implemented by the COs and RBs and must comply with the relevant security instructions under the Security Plan.
