Support Services Assistant (Admin Finance Logistics Assistant)

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

Position Profile:

DRC is a private, independent, non-profit organization (NGO), devoted, on the basis of humanitarian principles to securing the Protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. DRC works in the context of conflict-induced displacement of populations and in return and reintegration situations.

The purpose of the AFL Assistant is to coordinate the support functions at (Country) Office and off-load the Project Manager and HMA team of support functions. The responsibilities will encompass all the support activities of DRC HMA projects office: supply chain, admin, finance and liaison. This role has an area focus and ensures compliance with DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role also provides support to base operations where mine action activities are taking place.

Overall purpose of the role:

Member of the HMA Management Team

  • Compliance with and adherence to DRC policies, guidance and handbooks and donor/auditor requirements
  • Provide input on operational support to the Project Plan of Action, and coordinate and align operational support with program plans at project level
  • Responsible for ensuring quality support to project implementation
  • Responsible for implementation of new country specific technical SOPs, guidelines and tools in Project (HR, Logistic and Finance)
  • Ensure close coordination and maintain excellent working relationships with local authorities and relevant stakeholders.
  • Duty and Responsibility:
  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever the context changes significantly.

  • Advice and support HMA management team in the implementation of support related SOPs.
  • Ensure strong coordination with Port Sudan-based support departments and act as the focal point for coordination between support departments and the HMA Team.
  • Supply chain (SC): o Initiate procurement requests and coordinate with the SC team accordingly
  • Support with market assessments as required
  • Support with Low Value Orders
  • Ensure that all orders are tracked from point of planning and request through to final receipt.
  • Track all Mine Action procurement requests from planning to final delivery
  • Participate in bid evaluations, ensuring transparency and proper documentation.
  • Prepare procurement documents for goods and services in compliance with DRC guidelines.
  • Support with request for payment
  • Asset management: o Check that all HMA assets old and new are properly recorded and tagged.
  • Maintain asset registers as required
  • Support with asset management as required
  • Provide logistical and liaison support to HMA team o Travel: accommodation and transport
  • Travel permits in collaboration with the DRC liaison and safety team
  • Facilitations of training including venue rental, refreshments, printing of materials
  • Provide administrative support to HMA team with routine office tasks, document control, archiving, printing and filing

  • Coordination with external stakeholders as required

Minimum 1 year of relevant work experience

  1. knowledge of procurement procedures of INGOs

  • Bachelor's degree in relevant field
  • Computer skills (including MS Office package)

Language:

  • Fluency in written and spoken Arabic
  • Good command in written and spoken English.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national employees.
