The Safety and Security Coordinator will report to the FHI 360 Cameroon Country Representative and is responsible for the overall management and implementation of the organization’s security policies at the country level in support of the EpiC and STRIDES projects. The incumbent will maintain close and regular coordination and interaction with the Regional Security Manager (RSM) of Francophone Africa, MENA, and Central Asia, who serves as the HQ’s technical backstop, ensuring alignment with global security risk management strategies and organizational safety and security priorities. They will assist in managing the organization’s safety and security strategy and policies to ensure high performance and implementation across existing and new programs and/or mid- to large projects in an assigned geographic area. Responsible for providing security coordination for members of the organization’s Senior Management Team Crisis Management Team (CMT) in response to incidents, emergencies, and crises on behalf of the organization. Will serve as the primary advisor to the Country Representative and STRIDES and EpiC Project Directors regarding security matters. Conduct training on site for employees and facilitate development and implementation of country security management plans.

The position will be based in FHI 360’s office in Yaoundé, Cameroon, with travel throughout the country.

Job Responsibilities:

  • Conduct threat and risk assessments of the environment and provide recommendations for specific security management requirements to senior management.

  • Produce, roll out and maintain updated security management planning policies for field employees, ensuring compliance with the organization’s global safety and security standards.

  • Establish and ensure all security management components including incident reporting and trend analysis inform program design, implementation, employees’ movement, and contingency responses.

  • Construct a communications infrastructure for the site and/or project.

  • Work both internally and externally to ensure the organization’s mission and work in the country is known and accepted.

  • Identify, establish, and manage appropriate context approaches to ensure facilities and assets are secure.

  • Stays abreast of social, cultural, legal, and criminal issues, nationally and internationally, and their impact on the organization and its business.

  • Compile and submit security reports that track incidents and trends within the country and submit daily security updates as needed.

  • Ensure that all incidents and accidents are followed up with a written incident report and reported to the RSM in a timely manner.

  • Assist the field offices in developing and overseeing the day-to-day conduct of office security program, ensuring adequate responses to security incidents both natural and man-made.

  • Provide technical security advice in consultation with senior management on the existing and any new potential offices including site selection and establishment of effective physical and procedural security measures.

  • Conduct security risk assessments for program expansion areas and update security risk assessments regularly for existing areas.

  • Manage physical security, fire safety, and office evacuation drills periodically.

  • Conduct hotel assessments in liaison with RSM and travel office for a safety and security approval process.

  • Establish a network with other key security players for information sharing and joint lobbying on security matters where possible.

  • Attend security meetings such as International NGO Safety Organization (INSO), Overseas Security Advisory Council (OSAC), United Nations Department of Safety & Security (UNDSS), International Non-Government Organization (INGO) forum, etc.

  • Conduct onsite training for employees in the field of safety including personal safety, emergency evacuations, travel safety, relocation, and evacuation.

  • Work with program/country employees in seeking security clearance for asset/cargo movements to operational areas including facilitating necessary movement permissions.

  • Supervise and regularly appraise security contractors and Guard Companies as per the agreement ensuring that all company policies and practices related to these are adhered to.

  • Provide advance security advice, security briefings to employees and visitors, and ensure plans for tracking arrival, departure, and accommodation.

  • Draft security advisories with advice on mitigation for circulation to senior management on general situations, specific incidents, and periods of heightened threat.

  • Conduct periodic briefings to all employees keeping them updated on security developments and/or risks that may affect the organization’s operations and make recommendations to minimize risks.

  • Serve as part of the security unit, coordinator for emergency/employees' incidents involving employees and assets, inform senior management, and recommend response actions.

  • Maintain and periodically test the security tree for the offices in the region/country covered.

  • Organize safety & security awareness, fire, and life safety training for all employees. Maintain and/or create a travel management system to track the location and contact information for all visiting employees and consultants.

  • Be part of the Incident Management Team (IMT), organize and track regular meetings (2/year), and report to the RSM all outputs of meetings.

  • Plan for both security and medical evacuation for all locations and develop evacuation plan including roles, relocated employees, collection points,

Education Qualification/ Skills & Experience

  • Bachelor's Degree or International Equivalent in Criminal Justice, Homeland Security, Security Administration or Related Field.

  • Master or other advanced degree preferred.

  • ASIS Certified Protection Professional (CPP) designation preferred but not required.

  • Typically requires a minimum of 5+ years’ experience designing and coordinating security for international organizations working in high-risk contexts; multiple geographic locations preferred

  • Substantial and documented, prior experience as a trainer and training skills – the ability to develop, implement, facilitate, and impart learning to a wide range of audiences.

  • High level of experience, ready to learn developing security related technical tools guidelines and systems as well as being able to work under minimal supervision

  • Experience in developing security strategies for humanitarian operations; previous security experience preferred.

  • Experience operating in insecure environments.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.

  • Fluency in French required; English language skills highly desirable
