POSITION TITLE: Finance, Administration and Operations Manager LOCATION: Addis, Ethiopia UNIT: Clean Energy (E2) ANTICIPATED LOE: Full-time TENTATIVE START: November 1, 2025 or soonest possible REPORTS TO: Project Coordinator GENERAL: Winrock International, a leader in U.S. and international development, tackles complex social, agricultural, and environmental challenges. With funding from the Conrad N. Hilton Foundation, Winrock began working in Ethiopia in 2022 to demonstrate a new revenue model for rural communities to solarize their existing diesel water supply pumps without depending on grant funding. Under Winrock’s model, a local private solar vendor covers the costs of installing the solar pump and gets paid back by the community water utility over time. At this time, Winrock is seeking a Finance, Administration and Operations Manager to join our team in Addis, Ethiopia to support current functions as well as prepare for the project’s second phase (January 2026 – December 2028). POSITION SUMMARY: The Finance, Administration and Operations Manager ensures the effective financial, operational and administrative functions of the project. This includes managing financial, tax, human resources administration, as well as managing procurement and logistics processes in alignment with project requirements and standard operation procedures. This individual will play a critical role in setting up Winrock’s bank account, processing payroll, and other start-up related functions to prepare for and implement Phase II of the Solarizing Communities project. ESSENTIAL RESPONSIBILITIES: Financial Administration Lead the process of opening a Winrock’s bank account in Ethiopia, and setting up financial systems in compliance with Winrock’s policies and local law. Work closely with Winrock’s in-country administrative partner, to finalize payments financial reporting, as needed. Prepare bank disbursement vouchers and payments, and ensure all financial transactions are in compliance with Winrock International policies and procedures. Manage monthly financial reconciliations and financial reporting. Keep records of staff travel and operational advances to make sure timely adjustment, medical allowance, and annual leave record. Work with program staff to prepare monthly wire/fund request to transfer funds from U.S. Work closely with Winrock’s Home Office finance staff to resolve issues, address concerns and respond to requests for financial information. Ensure correct calculation of payroll tax liabilities and compliance with local law requirements. Procurement and Office Administration Lead procurement actions (within approval threshold) for all services and products for initial office set-up such as furniture, service contracts, and rental spaces. Support in planning, logistics and travel arrangements for project staff implementing technical activities. Monitor office inventory including furniture and IT equipment, per Winrock requirements and also ensure office supplies are stocked, as needed. Human Resources Lead all Human Resource aspects, to transition Winrock’s staff to full-time employees including setting up essential deductions and benefits. Manage recruitment process for new hires and support in their onboarding and orientation. Coordinate domestic benefits set-up process (ex: health insurance and other required social benefits). Ensure personnel files including new hire documentation and employment contracts. QUALIFICATIONS AND BACKGROUND: Education: Academic degree in business administration, financial accounting or related field. Master’s degree or higher strongly preferred. Experience: Minimum of 6 years of experience in finance, operations or administration leadership. Supervisory experience strongly preferred. Accounting or auditing certifications highly preferred. Experience in successfully managing payroll and tax administration according to Ethiopia laws and regulations. Preference for work experience in donor-funded or INGO programs, or similar. Skills/Knowledge: Proficient Microsoft Office computer skills. Knowledge and experience in QuickBooks accounting software. Excellent written and oral communication skill in English required.
