The Position:
The Technical Specialist is responsible for supporting UNFPA in coordinating and managing all aspects of project planning, implementation, monitoring, evaluation, reporting and donor engagement, including the Steering Committee and Technical Committee. The Technical Specialist also provides high-level technical inputs to implementing partners across all outcome areas.
The Technical Specialist is located in Ha Noi, Viet Nam. S/he works under the overall guidance of the UNFPA Programme Specialist on Human Rights and Gender, Leader of the Gender Team in close consultation with KOICA.

Job Purpose:
A new project entitled “Promote replication of a model in preventing and responding to violence against women and girls in Viet Nam to enhance support for service delivery to women and girls subjected to violence” in the period of 2024-2027, funded by the Korea International Cooperation Agency (KOICA) with the total budget of USD 5.75mil, of which KOICA contributes USD 4.75mil while UNFPA contributes USD 1mil. The project will be implemented by UNFPA in collaboration with the Ministry of Home Affairs (MOHA), the Ministry of Health (MOH), the Ministry of Culture, Sports and Tourism (MOCST), and other related ministries, the Vietnam Farmer’s Union, CSOs and other relevant stakeholders at the central and provincial levels.
The project aims to contribute to strengthening a multi-sectoral response in addressing gender-based violence (GBV) and domestic violence (DV) at national and subnational levels and has four outcomes as follows:
Outcome 1. Enhanced accessibility and quality of essential services for women and girls who experience violence.
Outcome 2. Perceptions of, attitudes and behaviors toward gender equality changed at community and individual levels in the project areas, aiming at the prevention of violence against women and girls (VAWG).
Outcome 3. Enhanced the engagement of young men in promoting positive masculinity and building healthy, respectful, and equal relationships without using VAWG.
Outcome 4. The legislative and policy frameworks on GBV/DV strengthened.
The primary roles of the Technical Specialist are to provide technical advice for project implementation in line with international standards on prevention and response to VAWG, including providing technical support and capacity development to project staff and implementing partners.
You would be responsible for:
A. Technical advice:
● Utilize global experiences and knowledge to pinpoint shortcomings in policy and to direct advocacy and communication efforts regarding VAWG.
● Review relevant publications produced under the project and analyze policy implications to inform nationwide scaling up as appropriate.
● Provide technical support to generate evidence on VAWG; ensure the evidence, technical knowledge, lessons learned, best practices and tools are collected, analyzed, managed, disseminated and available for application.
● Connect the project and its partners with relevant international think tanks, organizations, and programs to foster potential collaborations on VAWG prevention, response, and research.
● Produce, contribute technical expertise to, and advise on training materials for VAWG prevention and response, and technically support for related national capacity development.
● Actively mainstream gender, human rights, and culture into policy advocacy, programming, monitoring and evaluation as appropriate.
Carry out any other duties as requested by the Programme Specialist and/or the Representative.
Qualifications and Experience:
Education:
Advanced university degree in gender studies, anthropology, feminist studies, sociology, human rights, law, cultural studies, international development, or any other fields directly related to Gender.
Knowledge and Experience:
● At least 5 years of increasingly professional experience in VAWG prevention and response, of which at least 2 years at the international level. Field experience is strongly desirable.
● Experience in project management.
● Proven ability to produce demonstrable results.
● Knowledge and experience of the Vietnamese context recommended.
● Initiative and sound judgment, ability to organize work and demonstrated ability to work in harmony with people of different nationalities and cultural backgrounds.
● Work experience in the UN system including inter-agency collaboration and UN Reform agenda, as well as knowledge in the UN Prevention Framework and Essential Service Package Guidelines as an added advantage.
● Familiarity with management and monitoring tools is desirable.
● Computer Skills: Proficiency in MS Office packages and the Internet.
Languages:
Fluency in English is required. Working knowledge of other official UN language is desirable.
