VPU Context:  

The Climate Investment Funds (CIF) - one of the world’s largest multilateral funds - utilizes climate financing to help low and middle-income countries accelerate low carbon, climate-resilient development. CIF supports an inclusive and just climate-smart future, focusing on diverse partnerships that de-risk climate capital allocations and unlock additional investments and financing. To date, 15 contributor countries have pledged over US$12 billion to CIF, which is expected to leverage an additional USD 62 billion in co-financing in almost 80 countries. Since its start, CIF has worked in the areas of clean technologies, energy access, climate resilience, and sustainable forests. And now, after identifying the next frontier of climate challenges, CIF is investing in five new areas: the transition from coal, , nature-based solutions, resilience, industry decarbonization, and renewable energy integration. 

Established in 2008, CIF is the only multilateral fund working exclusively through six AAA-rated multilateral development banks. In 2025, CIF became the first multilateral climate fund to access capital markets, unlocking $500 million in private sector capital with the CIF Capital Markets Mechanism (CCMM).   

The CIF Secretariat hosted by The World Bank supports the work of the CIF governing bodies, including strategy and policy development as well as reporting; manages internal and external institutional relations as well as strategic partnerships; supports program development; delivers a large program of thought leadership, knowledge and learning work; is responsible for portfolio risk management and new private sector capital mobilization modalities and initiatives.

Duties and accountabilities:   

The CIF is seeking a dynamic professional to serve as Blended Finance Officer to support CIF various finance, blended finance and risk management workstreams. The Blended Finance Officer will be based in Washington, DC and will report directly to the DCEO.

The key responsibilities include:

- Build and operationalize forward-looking financial models for CIF overall budget and CIF Secretariat budget
- Support the finance team on budget formulation, allocation to CIF teams, execution, and reporting
- Run CTF model to inform the setting of risk and investment criteria and relevant TFC deliverables
- Provide financial and blended finance expertise to the Partnership and Programming teams on private sector integration for the fundraising and implementation of new programs
- Build and operationalize programming, financial and budgetary performance indicators
- Assess the viability of alternative contribution instruments (e.g. portfolio guarantees, etc.)
- Ensure timely delivery and quality control of TFC documents and other publications originated under the DCEO portfolio (adherence to branding, data reliability, alignment with CIF strategy, cross-alignment with other documentations)
- Maintain a consolidated view of operational, fiduciary, financial, and strategic risks and provide ad hoc support to the Risk and Portfolio Management Team
- Support DCEO thought leadership agenda of blended finance
- Support DCEO on various administrative matters 

Selection Criteria

- Master’s degree or equivalent in finance, risk management, economics, or related field.
- Minimum Five years of relevant experience in risk management, credit analysis and or finance. Experience working in blended finance (structuring or fundraising) and in a multilateral development bank or multilateral climate fund will be an advantage.
- Financial modelling skills are required. Experience in climate finance or climate policy is preferred. 
- Strong written, presentation, and communications skills in English, and ability to synthesize and present information effectively to different audiences is a must. Proficiency in Spanish and/or French is preferred.
- Superior coordination and organizational skills, adept at managing complex agendas without direct authority and at driving delivery across multiple teams.
- High integrity, sound judgment, and discretion in handling sensitive information and stakeholder relationships.

Note: If the selected candidate is a current World Bank Staff Member with a Regular or Open-Ended appointment, they will retain their Regular or Open-Ended appointment. If the selected candidate is a current World Bank Staff Member with a Term appointment that expires later than the end date of this appointment, they will retain the duration of their current Term appointment.
