Organizational Setting and Reporting Relationship
The position of Finance and Administration Officer is assigned to the Solomon Islands Resident Mission (SORM) within the Pacific Department (PARD). You will be based at our resident mission office in Honiara.
You will report to the Designated International Staff and Officer (as applicable).
Your Role
As Finance and Administration (F&A) Officer, you will manage SORM's finance, administration, human resources (HR), procurement, and security functions. You will ensure efficient daily operations, compliance with ADB policies, coordination with internal and external partners, while providing leadership to staff and safeguarding SORM's assets.
You will:
Financial Management & Risk Control
- Lead financial operations, including annual and midterm budgeting, payments, imprest funds, and expense monitoring.
- Ensure compliance with ADB systems (FMAS) and internal financial controls to mitigate risk.
- Review transactions for accuracy and coordinate with Controllers Department and auditors to support financial oversight.
- Support opening of individual bank accounts in Solomon Islands commercial banks and in the system, ensuring the smooth payment of payroll and non-payroll entitlements for staff.
Administration & Operations
- Oversee the upkeep and maintenance of office premises, vehicles, equipment, and communication systems.
- Manage administrative and financial records, contracts for services, and work orders.
- Guide junior colleagues to ensure efficient daily operations following ADB policies.
HR & Team Leadership
- Maintain personnel records and provide HR support in recruitment, onboarding, relocation, and staff settlement.
- Contribute to recruitment processes by drafting job descriptions, screening criteria, and assisting in application reviews.
- Provide guidance to junior colleagues to ensure compliance, accountability, and professional growth.
Procurement & Contract Management
- Administer procurement of goods and services in compliance with ADB requirements.
- Oversee contracts with security, maintenance, service providers, and office supply vendors.
- Support engagement of contractors and outsourced services.
Stakeholder Engagement & Security
- Build working relationships with ADB departments, government agencies, external financial institutions, and other international organizations.
- Liaise with government officials on taxes, duties, facilities, and diplomatic privileges.
- Coordinate with Corporate Services and the UN Security bodies to ensure staff security; and serve as Alternate Security Focal Point for SORM.
Qualifications
You will need:
- Bachelor's degree in economics, business administration, accounting, or related fields; preferably with advanced training
- At least 8 years of relevant experience in financial accounting, institutional procurement, general office administration, and personnel management; Experience working in multilateral development banks and United Nations agencies is desirable.
- Proficiency in Microsoft 365 applications and familiarity with database management and tools.
- Knowledge of local government administrative systems, institutions, and procedures.
- Ability to work collaboratively with colleagues across teams, individuals from different cultural backgrounds, and external stakeholders.
- Ability to improve processes, innovate, and adapt to changing organizational needs.
- Excellent written and verbal proficiency in English and local language.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Solomon Islands.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
