Organizational Setting and Reporting Relationship
The position of Associate Financial Control Officer is assigned to the Technical Assistance Section (CTLA-TA) of the Loan Administration Division (CTLA) within the Controller's Department. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and Officer.
Your Role
As an Associate Financial Control Officer, you will manage processing and administrative activities under Technical Assistance (TA) Projects, and handle processing of TA claims and applications for disbursements under ADB-financed and cofinanced TA and Grant projects.
You will:

Process, review and verify claims under TA projects to ensure documents are accurate and complete, funding is available, contract provisions and ADB policies are followed, payments are made promptly, and check that per diem and other consultant expenses are calculated correctly.

Review and process disbursement applications for ADB grant-funded projects to ensure they follow ADB and cofinancier grant rules and disbursement procedures.

Monitor TA advances and account closures to ensure settlement of balances; coordinate with Unit staff and escalate issues to senior officers and supervisors for resolution.

Review and provide comments on draft TA papers and disbursement-related documents as directed by supervisors.

Maintain existing digital filing system by sorting and filing routine materials according to prescribed systems and established guidelines.

Prepare multiple internal and external correspondences on TA disbursement-related matters for review by supervisors.

Participate in technical discussions, knowledge sharing and hands-on training for revisions in disbursement handbooks, IT system enhancements, and other business process improvements.
Qualifications
You will need:

Bachelor's degree in Accounting, Business Administration, or Finance; preferably a Certified Public Accountant (CPA).

At least 5 years of experience in disbursement operations, project administration, auditing or accounting in financial institutions.

Experience with technical assistance disbursement guidelines, related project administration instructions and operational procedures.

Demonstrated expertise in internal control concepts and business processes to help maintain sound internal controls and assess risks related to financial reporting.

Proficiency in ADB standard and similar software programs used by multilateral development banks.

Written and verbal proficiency in English.

Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
