The Team
Exemplars in Global Health (EGH) is a global initiative that helps public health decision-makers learn from successful “positive outliers.” EGH identifies countries that have achieved exceptional progress in health outcomes, analyzes the drivers behind their success, and shares insights to inform strategic decisions, policymaking, and funding allocation. EGH operates through two primary verticals:
Research & Content (R&C): In-depth research across global health topics.
Partnerships & Insights (P&I): Translating research into policy impact by engaging stakeholders, strengthening partnerships, and disseminating findings.
Through a global network of partners, EGH’s research covers maternal, newborn, and child health; epidemic preparedness and response; health systems strengthening; women’s health, health equity, and nutrition; and climate-resilient health systems. Originally incubated at Gates Ventures, EGH transitioned to the Gates Foundation in July 2025.
This role will also support the newly created Center of Excellence (COE) for Primary Healthcare within the Exemplars team, which leverages technical expertise in foundational health systems reforms, stakeholder partnerships, and service delivery innovation to drive an investment portfolio focused on insight generation and development/uptake of public goods to improve access, quality, and efficiency in primary healthcare. The COE will also provide technical assistance internally to other foundation teams to support health systems-related investments and priorities.
Your Role
As Manager, S&I, you will play a pivotal role in supporting the integrated EGH team and the Center of Excellence to define its new working model and execute its ambitious agenda. We are looking for a team player with a great attitude! Specifically, you will be responsible for supporting the strategic and operational aspects of the team, including support for our investment pipeline, research prioritization, and learning initiative portfolios; managing the program coordinator team; leading engagement with business partners; management of core business processes and the onboarding of new team members. You will also support the definition of annual processes to monitor and report on progress across the research and investment pipeline. You will also support the team’s efforts to continue developing our integrated team culture and collaboration, as well as work to right size team processes and communication to ensure the efficient, transparent, and effective functioning of our team.
This position reports to the Deputy Director, Strategy Planning & Management, EGH.
*This position is a limited-term position for 11 months. Relocation will not be provided.
What You’ll Do
Annual Planning & Portfolio Management:
- Lead a team to develop and oversee the integration of all investment and financial processes, including Investment Workflow implementation, Annual Planning, Budget management, and forecasting.
- Support the leadership team with analytics and thought partnership to enable integrated portfolio management against the newly defined EGH and PHC COE strategies, ensuring alignment across efforts within the team, and with the team’s goals and milestones.
- Monitor grant and contract pipeline to produce accurate revised forecasts vs. budget reporting and performance against key milestones and outcomes to facilitate management decision-making.
- Monitor research pipeline to proactively identify risks and promote progress toward key milestones and outcomes
- Identify resource trade-off decisions and recommend options for leadership decision-making, including assessing large, long-term investments for efficiencies (in partnership with Financial Planning & Analysis)
- Develop long-term roadmaps, define critical outputs and outcomes, identify interdependencies and handle risks for integrated planning along research pipeline, key initiatives or key geographies
Strategic Program Management & Implementation:
- Support the processes involved in defining success metrics for strategy and research / grant portfolios, including the design of tools to track progress and learning in research and strategy execution.
- Expertly facilitate process definition and improvement efforts in support of staff productivity; work with staff to identify process gaps and inefficiencies that impede effectiveness.
- Promote efficiency and productivity on the team by providing leadership and support in process development and improvement, implementation and improvement of tools, analysis, reporting, and change management.
- Collaborate with DDSPM and DDs to coordinate work across teams and identify opportunities for alignment between initiatives, improving team communications and clarity.
- Partner with DDSPM and (S)PAs to plan for and facilitate team retreats and regular meeting cadence.
People Management, Business Team Leadership, and Process Optimization:
- Manage a team of Program Coordinators facilitating grant-making and management with Program Officers.
- Lead, manage, empower, and influence people, direct reports, broader team, and matrix partners, using adaptive strategies depending on situation and people involved and promoting collaboration across newly integrated team.
- Provide guidance, mentorship, and support to ensure effective coordination and execution of cross-team activities.
- Drive business process optimization to increase efficiency of research portfolio prioritization and grants and contracts management.
- Develop processes to facilitate cross-team and cross-functional knowledge exchange
- Foster enabling conditions for talent to thrive and be accountable for inclusive team culture.
- Support talent management to achieve the foundation’s goals.
- Collaborate with the DDSPM and LT to develop the annual Rhythm of Business (RoB), partnering with the broader SPM team on execution and implementation.
Ad-Hoc Initiative Deep Engagement Support:
- Advise on establishment of cross-COE and EGH operating model, including research pipeline prioritization processes
- Advise and liaise with DDs and Program Officers on key strategic investments and partnerships.
Your Experience

- Bachelor’s with 5+ years of experience or equivalent strategy and operations experience
- Strong portfolio and people/team management skills. Demonstrated complex project management skills, particularly for strategy development, execution planning, and business process redesign projects, and a successful track record of leading or managing multiple projects simultaneously.
- Strong consultative and advisory skills. Demonstrated excellence in influence and leadership, ability to build trust, be a team leader and player who motivates and educates other team members and understands the value of interpersonal relationship building.
- Outstanding relational and collaboration skills – comfortable working within a diverse team
- Ability to act independently to determine methods and processes on assignments, to prioritize in a dynamic and complex environment, and to alternate between thinking strategically and executing at high quality.
- Ability to effectively facilitate, manage and summarize divergent points of view to advance the thinking of the group, synthesize and extract meaning from complex bodies of work and effectively communicate key takeaways for diverse audiences.
- Experience creating analytical models/tools and ability to communicate results to inform sound strategic and tactical decisions.
- Technically proficient and creative; successful in both collaboration and as an independent problem solver.
- Financial savvy plus budget development, financial analysis, and operational management skills.
- Excellent written and verbal communications skills with the ability to effectively synthesize information to reach a diverse audience.

The salary range for this role is $140,200 to 210,200 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is 152,800 to 229,200 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
