Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth" which targets key aspects of economic performance such as poverty reduction and job creation, as well as social inclusion and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and bankable projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that achieve strong growth and are less carbon intensive, more resilient to climate change, and more efficient and sustainable in the use of natural resources.

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions. The Carbon Finance Department (CFD) of GGGI is a global leader in Article 6 international carbon trading technical assistance, implementing several programs since 2019 related to preparing and supporting countries in trading, opening up international carbon markets. The resultant flow of transactions is envisaged to build a robust and reliable global price for carbon, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris.

In 2024 GGGI launched the Carbon Transaction Facility (CTF), GGGI’s programmatic approach to scaling up international carbon trading under Article 6 of the Paris Agreement. The CTF encompasses the Article 6 Readiness Facility and multiple Carbon Funds. While the Readiness Facility is focused on providing technical assistance and increasing readiness for Article 6 trading at host country level, Carbon Funds primarily seek to channel carbon finance to developing countries through the purchase of Internationally Transferred Mitigation Outcomes (ITMOs) generated from mitigation activities implemented in GGGI Member and Partner host countries.

The Article 6 Climate Cooperation Fund (ACCTIF) is one of the Carbon Funds currently operational under the CTF. Funded by the Swedish Energy Agency (SEA), ACCTIF was established as a transaction-focused facility, building upon the foundation laid by its predecessor, the Mobilizing Article 6 Trading Structures (MATS) program. Since 2020, MATS supported the development of mitigation activities and the establishment of Article 6 governance frameworks across several host countries. In 2024, MATS formally transitioned into ACCTIF, expanding its support for international carbon market readiness under Article 6 of the Paris Agreement in four partner countries: Nepal (NPL), Côte d’Ivoire (CIV), the Dominican Republic (DOM), and Zambia (ZMB).

POSITION SUMMARY

The role of the ACCTIF Carbon Associate, Nepal is to support the activities being carried out by the GGGI ACCTIF team, including assisting with interface and liaising with the Government of Nepal’s relevant stakeholders and engaging with private sector mitigation action proponents. Working under the direction of the ACCTIF Fund Manager and in close coordination with the GGGI Country Representative of Nepal and local GGGI team, the Associate will play a key role in supporting smooth implementation and action on the project deliverables. Providing direct support to the Government of Nepal in understanding Article 6 knowledge products and facilitating review and approval processes of Article 6 relevant decisions.

PURPOSE

The purpose of this role is to:

  • Provide dedicated project support to the ACCTIF team to ensure effective implementation of Article 6-related activities.
  • Facilitate cross-ministerial collaboration and stakeholder engagement for capacity building and technical coordination.
  • Contribute to strategic planning and decision-making processes through analytical and research support.
  • Ensure timely and accurate communication of project developments to national and international stakeholders.
  • Support the development of mitigation actions, including liaison with private sector actors and subsequent project implementation activities.

ENGAGEMENT

The Associate will engage with a wide range of stakeholders including government ministries, national bodies, and external partners. Key engagement responsibilities include:

  • Facilitating and coordinating capacity building workshops with cross-ministerial and external stakeholder participation.
  • Supporting the analytical review of key decisions in coordination with national mechanisms such as Nepal’s NDC and emerging Article 6 guidelines.
  • Ensuring timely and accurate communication of ACCTIF activity updates to relevant stakeholders.
  • Identifying and addressing knowledge gaps, barriers, and bottlenecks through stakeholder consultations and solution-oriented approaches.
  • Supporting the organization of ACCTIF-related meetings, workshops, roundtables, and site visits in Nepal.
  • Engagement with mitigation action proponents to ensure effective implementation of projects to reach ACCTIF goals.

DELIVERY

The Associate will be responsible for delivering high-quality outputs that support the strategic and operational goals of the ACCTIF Nepal implementation. Key deliverables include:

  • Development, review, and facilitation of approval processes for documents and frameworks necessary for Article 6 engagement.
  • Monthly review and tracking of the project workplan, including progress assessments and recommendations.
  • Translation support between English and Nepali for project documents and communications.
  • Prospecting and assessing potential mitigation activities aligned with ACCTIF Fund requirements.
  • Preparation of technical briefings, memos, and reports explaining ACCTIF, Article 6, and potential transactions under the program.
  • Conducting general research and providing basic translation support as needed.

QUALIFICATIONS

  • Bachelor’s degree in environmental economics or policy, development, environmental law, international business, or other related disciplines related to green growth, sustainable development in energy, waste management or sustainable transport; Master’s degree an advantage
  • At least 3 years of relevant experience with a public or private sector organization. Master’s degree with studies in related fields may be considered in lieu of lack of required experience.
  • A genuine interest in developing the international carbon market space is a must.
  • Understanding of government and policy processes and climate action in Nepal is an advantage.
  • Basic understanding of carbon pricing initiatives (REDD+, CDM, JCM, others) is an advantage.

FUNCTIONAL

  • Experience in developing presentations, reports and other documentation.
  • Ability to review, synthesize information and produce high quality reports
  • Ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail.
  • Excellent communication, presentation and writing skills.
  • An excellent command of spoken and written English and Nepalese.

WORKING CONDITIONS

  • The Associate is X6, Nepal national grade level in GGGI’s salary scale. For an X6 national grade, the base salary starts from USD 13,748. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. Terms and conditions are to be reviewed in a case-by-case situation.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
