BACKGROUND AND CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Implementation of M&E Strategy/ M&E Action Plan at the field office

1. Support line manager in ensuring that the field office monitoring system and tools are in place and compliant with standard operating procedures (SOPs), the Minimum Monitoring Requirements, M&E corporate policies and guidance and data protection and privacy policies.

2. Coordinate with key programme units at field level to ensure a coherent approach to evidence generation and use.

3. Represent WFP at various fora (e.g, interagency meetings) to exchange knowledge and experience as well as enhancing partnership in M&E activities.

4. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.

5. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

6. Integrate gender, equity, disability, protection, human rights and other inclusion aspects issues as appropriate in all M&E work.

Data collection:

1. Manage and oversee output, process and outcome monitoring data, including distribution monitoring, activity implementation monitoring, Post-Distribution Monitoring, targeting, retail performance monitoring, surveys using questionnaires and question guides developed by the CO building on corporate tools.

2. Ensure the CO adopt and use qualitative monitoring methodologies (i.e., Key Informant Interviews, Focus Group Discussions)

3. Use WFP’s Survey Designer when designing monitoring surveys to increase operational efficiency, and Data Library for the storage and access to RAM-related data, including meta-data and full documentation of the dataset.

4. Lead data collection exercises, including survey design, sampling, monitoring plans and monitoring coverage, with regular travel to field offices and activity sites for training and oversight missions.

5. Ensure that data collected is disaggregated in accordance with corporate standards as. relevant.

6. Oversee regular data quality checks (as per corporate guidance) at different stages of the monitoring cycle, ensuring that monitoring data and reports are timely, complete and of high quality.

7. Manage and oversee appropriate remote monitoring and third party or outsourced monitoring arrangements as necessary.

8. Support the establishment and/or enhancements of process monitoring escalation mechanisms at CO level. Ensure the functionality of the Community Feedback Mechanism (CFM) for accountability to affected populations (e.g., hotline), where relevant.

Data analysis, reporting and use of evidence

1. Organise regular monthly meetings between M&E and programme to review monitoring and evaluation findings and discuss recommendations.

2. Ensure that key findings from monitoring exercises are communicated regularly (in writing and/or briefings) to CO senior management.

3. Follow-up to ensure that findings from monitoring, reviews and evaluations lead to corrective actions and/or adjustments to programme design.

4. Working with Programme teams, ensure the insertion of timely and quality data in the Country Office Tool for Managing Effectively (COMET) and Logistics Execution Support System (LESS) as/where appropriate.

5. Prepare accurate and timely reports, ensuring a field level view of WFP’s programme results and consistency of information presented to stakeholders.

6. Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision making and consistency of information presented to stakeholders.

7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.

Management:

1. Manage Field office M&E team members and supervise individual staff, including providing constructive feedback to develop a cohesive and high performing team at field levels where and as appropriate.

2. Help build M&E capacity of WFP suboffice M&E and other staff, partners, TPM, and government actors through provision of learning and development opportunities, on-the-job coaching and knowledge management.

3. Oversea the Third-Party Monitoring (TPM) work of all three field offices ensuring that the Minimum Monitoring Requirements are respected on a monthly basis.

4. Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring data and reports are timely, complete and of high quality

5. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.

6. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

7. Other as required.

Qualifications & experience required

Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

Has at least two years professional experience in a related field.

Has gained experience in implementing technical programs (i.e. nutrition, etc.).

Has implemented programs and provided input into designing operations.

Has provided input into policy discussions and decisions.

Capacity development of staff and partners.

Analysis of both quantitative and qualitative data.

Knowledge of programme design, implementation and operational challenges in food and nutrition security.

Proven knowledge, abilities and skills in the area of M&E, including advanced analytical skills and practical knowledge of how M&E data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting.

Language:

Fluency (level C) in French language. Intermediate knowledge (level B) in English.
